Job Description:
Designs and establishes configuration management documentation. Analyzes proposed product design changes to determine the effect on the overall system. Establishes baselines. Authorizes the release of drawings and changes specified by Program or Engineering Management. Provides advice and guidance on methods, procedures and requirements to individuals responsible for the creation of documentation. Plans and implements methods to improve response. Acts as liaison between management and other functional groups to resolve issues regarding configuration analysis documentation. Performs audits to verify compliance with contract requirements.
Work consists of making moderate to substantial improvement or enhancements to systems and processes to improve performance of job area. Opportunities for problem solving and innovation are complex and may require comprehensive information gathering, analysis and investigation to understand the problem. Problems typically involve consideration of multiple issues, job areas or specialties. Problems are generally solved through creative solutions, drawing from prior experience and in-depth analysis of issues.
Communicates within and outside of own function or business area and has responsibility for communicating with parties external to the organization (e.g., customers, vendors, etc.) when necessary. Explains, interprets, and gains cooperation on policies, procedures and practices.
Senior professional with strong knowledge of job area and broad knowledge of project management. Manages complex projects or processes with general oversight. Communicates within and outside of own function to gain cooperation on operational processes, practices, and procedures. Makes moderate to substantial improvements to systems and processes. Contributes to achievement of departmental goals and operating plans with direct impact on the departmental results. Typically responsible for managing complex projects at this level, involving delegation of work and review of work products. Works to achieve operational targets with direct impact on the departmental results. Contributes to the development of goals for the department and planning efforts (budgets, operational plans, etc.).
Essential Functions:
Will manage the configuration of program data across all phases of Program Life Cycle. Must have experience and professional level skills utilizing ERP/MRP, PDM/PLM, Document and Data management applications. Support metric analysis for reporting at a program level as well as a department level. Must be able to draft CM plans and procedures required to meet the contractual requirements of the programs they are assigned. Create, support and ensure CDRLs are IAW Contract DIDs, SOW, SOR, and delivered on time. Able to perform compliance matrix for CM capabilities vs. RFPs and SOR/SOWs. Must have professional level skill set using MS Office applications (Word, Excel, PowerPoint, PDF editors). Successfully supported CM audits (FCA/PCA). Must be able to prepare BID and proposal data for CMDM support of pending proposals or contract modifications.
Qualifications:
- Bachelor’s Degree in Engineering/Design or related field and minimum 6 years of prior relevant experience. Graduate degree in Engineering or related field and a minimum of 4 years of prior related experience. In lieu of a degree, minimum of 10 years of prior related experience.
- Previous experience with Defense Hardware/Software CM management required.
Preferred Additional Skills:
- SME level skill set for administering PDM/PLM, data management applications. ECAD/MCAD file management, solid understanding of ASME Y14.100 and ASME Y14.5M -1994 or later. Trained in use of DOD INSTRUCTION 5230.24 and CUI requirements.
- Previous personnel management would be a plus for ongoing succession planning.
- A CM certification from NDIA or CMII organization preferred.
- Solid knowledge and understanding of MILITARY, DOD and INDUSTRY CMDM standards.
