About the Opportunity
Inalab has an immediate opening for a Cost Analyst to provide Cost Estimating and Analysis Support on our contract providing Functional Area Professional Services to the Program Executive Office Enterprise Information Systems (PEO EIS). As the Cost Analyst, you will be responsible for Cost Estimating and Analysis Support as detailed in the Essential Responsibilities section.
Essential Responsibilities
Examples of duties may include but are not limited to the following:
- Cost Estimating and Analysis – Perform complex functional economic analysis to evaluate the costs of alternative ways to accomplish functional objectives, analyze investment costs, benefits, and risks as a net change to the functional baseline cost, and the cost of doing business now and in the future, ensuring that cross-functional, security, and other integration issues are addressed. Conduct Cost Analyses - Provide recommendations on cost realism and conduct or provide inputs to cost/performance tradeoff studies.
- Develop and defend cost estimates for programs utilizing an Agile development structure.
- Advise on cost products utilizing DoDI 5000.75 and DoDI 5000.87.
- Provide documentation for program cost estimates and cost impacts for planning support. Documentation will be in the form of a CARD and/or a CARD-like document, depending on the acquisition category of the program.
- Develop cost estimates and cost documentation as required that are developed in support of PEO EIS programs. Examples of required analyses include, but are not limited to, Program Office Estimates (POEs), Life Cycle Cost Estimates (LCCEs), Affordability Analyses (AAs), AoAs, Economic Analyses (EAs), Economic Analysis Development Plans (EADPs), Cost-Benefit Analyses (C-BAs), Capability Based Assessments (CBAs), Business Case Analyses (BCAs), and Concept Plans (CPs), Independent Government Cost Estimates (IGCEs), Sufficiency Reviews, and Rough Orders of Magnitude (ROMs).
- Develop and maintain cost models, develop sound and traceable cost methodologies, and conduct cost risk analyses based on DoD, Army, and GAO established standards; Prepare to document, update, and defend all analyses; Review and validate all analyses prepared by the PEO EIS programs including developing standards and techniques for validation as well as tailoring those internal validation processes and procedures when required.
- Demonstrate knowledge of the latest cost analysis policies, regulations, and methodologies.
- Proficient in commercial cost estimating tools such as Constructive Cost Model (COCOMO), Software Evaluation and Estimation of Resources - Software Estimating Model (SEER-SEM), Crystal Ball, Automated Cost Estimating Integrated Tools (ACE-IT), Software Lifecycle Management (SLiM), True Planning, and the EV Tool.
- Track and provide an analysis of Earned Value Management (EVM) and provide results to PEO EIS leadership.
- Use appropriate software and tools to develop ROI analyses and presentations.
- Develop a WBS using the appropriate guidance.
- Prepare and execute data calls to support all analyses.
- Develop and maintain metrics to support all analyses.
- Support PEO EIS in recommended program funds phasing plans and other required documents.
- Prepare to support the PEO EIS senior cost analyst with guidance on all cost efforts.
- Prepare to develop both ROMs and POEs (depending on which is appropriate) to assist in determining the ACAT/BCAT levels.
- Prepare to develop both ROMs and POEs (depending on which is appropriate) to provide inputs to the Project Resourcing and Schedule Management (PRSM) model to determine manpower levels.
- Prepare to develop both ROMs and POEs to support the APBs.
- Prepare to support all PEO EIS programs and PEO EIS HQ with all required cost efforts.
- Prepare to defend all PEO EIS programs to higher Army HQ, such as DASA-CE and the CAPE.
- Prepare to support PEO EIS programs with cost guidance (upon request) as well as special requests such as training.
- Prepare briefings and templates to support their analysis.
- Work overtime when required to meet suspense as specified in TO level.
- Maintain currency in cost models and cost methodologies.
- Support other internal and external offices (G6, AFC, ARCIC, G2, G1, G8) by being a regular and active member of IPTs, when required.
- Prepare for and support Cost Review Boards for their assigned portfolio.
- Support any/all special projects requiring cost expertise.
Required Skills

Qualifications
- A 4-year course of study leading to a bachelor's degree with a major in any field that included or was supplemented by; at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, quantitative methods, or organization and management is required.
