Minimum Qualifications and Requirements:
- Bachelor’s Degree from an accredited college or university with a major in Accounting.
- Three years or progressively responsible accounting experience or an equivalent combination of training and experience.
- Considerable knowledge of accounting principles, practices and methods.
- Considerable knowledge of municipal finance, accounting and data processing systems.
- Considerable knowledge of federal, state and local rules and regulations related to municipal finance and accounting requirements.
- Good knowledge of the problems and the ability and knowledge to initiate corrective processes.
- Ability to prepare, analyze and interpret fiscal and financial reports.
- Ability to use bookkeeping equipment.
- Ability to complete clear and concise oral and written reports.
- Ability to establish, and maintain effective working relationships with department heads, officials and the public.
Specific Core Function:
Under direction, performs complex and difficult professional financial management work. Performs administrative and supervisory management activities. Performs related work as required. An Accountant II is required to know and to perform duties and responsibilities of an Accountant I. However, an Accountant II is expected to perform more responsible and complex duties and to exercise more responsible control and initiative in resolving technical activities and may also exercise supervisory responsibility over various segments of the work center activities.
Responsibilities of the Position:
- Advises department heads, municipal officials and subordinate employees on complex fiscal matters, budgetary considerations, transfers of funds, payment procedures, investments and expenditures and commitments of funds.
- Analyzes records of present and past operations trends and costs, estimated or realized revenues and administrative commitments and obligations.
- Prepares, analyzes, and ensures accuracy of financial statements, grants, reports and statistical documents submitted to and received from subordinates and local, state and federal agencies.
- Prepares and analyzes budget histories and submissions as appropriate.
- Reviews effectiveness of data processing systems as related to operations and makes recommendations for improvement.
Specified Length/Hours of Position:
- This is a 228-day position; affiliated with Directors and Coordinators union.
