Dixon Hicks, former submarine major command and commanding officer, leads the Submarine Industrial Base (SIB) support for this high-performing contractor team supporting NAVSEA.
Team Submarine’s Submarine Program Offices are responsible for:
The acquisition of COLUMBIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the class. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).
The acquisition of VIRGINIA Class Submarines and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E), Live Fire Test and Evaluation (LFT&E), and Fleet introduction of the U.S. Navy’s newest class of nuclear attack submarines. The program is a major defense acquisition program with a total life cycle cost of approximately $336B. Additionally, successful improvement of the Class' capabilities is of significant political importance with Congress and the Office of the Secretary of Defense (OSD).
The SSN(X) Office is responsible for the acquisition and design of the future fast attack submarine and for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation (T&E) and Live Fire Test and Evaluation (LFT&E) of the future submarine. The future Attack Submarine will be designed to retain multi-mission capability and sustained combat presence in denied waters with a focus on greater speed, stealth, and horizontal payloads and salvo rates.
You must be able to obtain a Secret clearance.
Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.
Serco-NA is seeking a motivated individual to provide help to the Submarine Industrial Base Director in PEO SSBN by working within the Philadelphia area reaching out and working with youth, second chance programs, and other potential hard to reach employees on opportunities related to submarine industrial workforce. This individual will assist in engaging with suppliers within the submarine industrial base on matters related to industrial workforce hiring, training, retention, and all other workforce related issues. SIB has been tasked to grow the industrial workforce in the Pennsylvania region to include interaction with suppliers as well as training opportunities and education to include educating K-12 on industrial workforce; assisting trade schools; working with prisons; or interfacing with community colleges. If your desire is to make a difference in the construction and sustainment of the US Navy Submarine force, this position is ideal. This position will be filled remotely within the Pennsylvania region as you work out of your home or travel to engage with suppliers.
In this role, you will:
- Assess the Submarine Industrial Base workforce and develops an understanding of the overall requirements and challenges faced by submarine suppliers.
- Interface with SIB suppliers to understand their workforce requirements, pipeline, recruitment, retention, and difficulties they are facing related to the workforce.
- Engage with reaching out to hard to capture personnel who are unaware of opportunities that exist in the industrial base.
- Provide daily program, analytical, and acquisition management support to senior level executives.
- Work with multiple stakeholders across the region to expedite evaluation, determine critical areas, and assess how to fund SIB efforts that produce optimal return on investment.
- Work with the SIB team which is spread across the United States and is focused on workforce development/marketing, supply chain/sustainment, and technology developments.
- Work closely with submarine shipbuilding suppliers to address critical workforce and supply chain issues they face.
- Work with Industrial Base Analysis and Sustainment (IBAS) to implement regionalization strategy which encourage a broad regional strategy to strengthen the Navy industrial base in the region and create an ecosystem with sufficient training, placement, and retention efforts to meet and sustain regional workforce demand.
- Evaluate projects and initiatives including capital projects that will increase throughput capacity in the maritime trades, curriculum development, social media/marketing campaigns, and veteran/veteran spouse outreach, among others.
- Develop relationships with local and regional workforce and economic development organizations.
- Draft information papers in response to Congressional inquiries.
- Provide input to Report to Congress regarding SIB spend goals and associated return on investment.
- Travel to regional entities to meet with local stakeholders about workforce initiatives.
Qualifications
To be successful in this role, you will have:
- Bachelors degree plus 2-4 years experience.
- Degree requirements may be adjusted based on additional related experience, highly specialized knowledge, or uniquely applicable experience.
- Live within 100 miles or 2 hours of Philadelphia metropolis. Preferrable less than 100 miles as you will need to interact with suppliers and personnel within this region. Greater than this might be considered if qualifications are superior.
- Knowledge, contacts, and ability to work with second chance personnel and other segments of the workforce who are unaware of opportunities that are available related to the industrial work force is essential. You will not be considered without this experience.
- Experience related to workforce development, training disciplines, educational environment (K-12, trade schools, etc.), and/or human relations (HR) is essential. Ideally this person will have prior or current teaching experience related to industry such as CNC machines, welding, etc.
- Industrial Base/Supply Chain/Workforce knowledge and contacts within the Pennsylvania region is essential.
- Ability to work with people (“people person”), assess situations, and develop recommendations and solve problems that promote the “big picture” and make an impact that assists many, not one.
- Customer-oriented team player focused on mission who is self-motivated and driven who can work independently and remotely.
- An understanding of the industrial workforce ecosystem is essential.
- Experience/knowledge of the submarine industrial base is a plus, although not necessary.
- Support submarine acquisition, maintenance, maritime industry, or operations is a plus.
- Some experience conducting data analysis and presenting results.
- Ability to interact with industry and senior leadership in both written and oral avenues.
- You must be able to obtain a Secret clearance.
- Approximately 10% travel.
In compliance with the District of Columbia’s Equal Pay for Equal Work Act, the salary range for this role is 62,704.34 to 101,895.84; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
