About Office of Financial Services (OFS)
The Office of Financial Services (OFS) operates as a shared financial service for ODHS and Oregon Health Authority (OHA). OFS is the steward of ODHS and OHA financial resources ensuring honesty, integrity, and accountability by efficiently and effectively providing accurate, accountable, and responsive financial management and business services to clients, stakeholders, and employees in support of ODHS and OHA missions and in compliance with state laws and federal policies, rules, and regulations. The size, scope, and complexity of the financial structure of these agencies is the most complex in the State of Oregon. The Office of Financial Services (OFS) provides leadership and management, fiscal policy direction, financial systems management, and coordination of core financial accounting, payroll, and financial reporting services for ODHS and OHA.
Summary of Duties
As a Senior Financial Systems Project Liaison, Operations and Policy Analyst 4 you will:
- Act as the Senior Financial Project Analyst for the Financial Systems Modernization Project.
- This project aims to improve and optimize service delivery to the public by internally modernizing agency-specific and cross-agency systems and is aligned with the state’s Continuous Modernization and Cloud Forward strategies by adopting more modern, cloud-based technologies and solutions.
- Work closely with key partners in the research and development of new systems, providing consultative advice on the administrative, policy, programmatic and financial management aspects of ODHS/ OHA.
- Work with other program-specific operation analysts to implement financial solutions across both ODHS and OHA.
- Be responsible for operational and policy changes as it relates to implementation of new state or federal programs, systems, and processes.
- Manage and coordinate comprehensive studies to evaluate business operations, program regulations and statutes, legislative and executive intent, operating policies, rules, and business processes to allow for successful design and development of new financial systems.
- Explain policy issues and the effect of proposed legislation on financial systems and program operations. Review and provide feedback on fiscal impact statements. Monitor implementation of legislation.
- Review submission of federal advanced planning documents to federal partners related to financial system modernization. Recommend submission document revisions and develop requirements/policies based on final approved documents.
- Evaluate through comprehensive study, organizational systems shared by state agencies. Assist with market research as needed for modernization efforts.
- Define and draft financial policy and system requirements by working with stakeholders from different state agencies, the federal government and CFO, EIS partners.
Minimum Qualifications
Eight years professional-level evaluative, analytical, and planning work.
Education in Accounting, Finance, Business, Computer Science, Information Systems, Business/Administration, Education, Information Technology, Management Information Systems, Economics, health, or human services, will substitute for experience based on the following:
- Associate degree in any of the listed areas substitutes for 18 months of experience.
- Bachelor's degree in any of the listed areas substitutes for three (3) years of experience.
- Master's degree in any of the listed areas substitutes for four (4) years of experience.
- Doctorate degree in any of the listed areas substitutes for five (5) years of experience.
Essential Attributes
We are looking for candidates with:
- Experience with Financial Systems and Financial Applications.
- Experience with Government financial and accounting systems and processes.
- Customer service skills, and experience with user support.
- Experience as a systems analyst, including requirements, testing, and procedures.
- Experience writing user/procedural material and responding to users clearly and succinctly.
- Multi-tasking skills, and comfort in working independently.
- Interpersonal skills, and the ability to communicate with tact and professionalism.
- Ability to analyze problems, develop a path toward problem solving, and continue the process to completion.
- Effective planning and organizational skills, and ability to be flexible in a rapidly changing environment, ability to meet rush deadlines requiring prioritizing/working under pressure.
- Requires good verbal and writing skills, ability to make formal and informal presentations to large and small groups.

Working Conditions
- This position is eligible for hybrid work. The ability to report to a Salem office more frequently is required when training, business or operational needs are dependent on onsite activities.
- This is a non-supervisory, lead work position in a typical office environment.
- Hours may vary based on implementation schedules and deliverables.
- Requires frequent use of a PC, which includes repetitious hand movement.
- Works in close proximity with people and office equipment with frequent interruptions and distractions.
- Requires working with a wide variety of people, interpersonal contacts, and sensitive or confidential situations, which may occasionally expose the employee to challenging situations.
- Some travel may be required.
- Regular and consistent attendance is essential.
