The Opportunity:
The Budget Analyst provides budget and financial support to the Product Office Business Manager and the various program teams including active working knowledge of the DoD, ASA(ALT), and Joint Service financial management Planning, Programming, Budget, and Execution (PPBE) and acquisition processes.
Responsibilities:
Provides support in updating and maintaining financial data in various financial accounting systems (e.g., STANFINS, CCARS, GFEBS, DTS, etc.).
Assists in administering a complex annual budget, receiving, processing, and allocating funding, managing financial execution, and preparing financial reports.
Develops Procurement Work Directives (PWDs), Military Interdepartmental Purchase Requests (MIPRs), checkbooks, Transportation Account Codes (TAC) logs, Funds Verification and Use Authorization (FVUA), and Status of Funds reports.
Processes financial documentation such as return of funds, MIPR acceptance of reimbursable and direct cite, direct charges and others as assigned.
Research expired funding ULOs, NULOs, IDoc Errors, and JRP (Joint Review Process) records.
Tracks actual performance in financial databases (i.e., CCARS, GFEBS, DTS, ALTESS, AE2S, PMRT, LMP, cPROBE, PIEE, GT&C) and other electronic end-of-the-month financial execution reports to plan and update information.
Reviews, updates, and maintains the financial data necessary to track current and prior year acquisition program funding portfolios.
Provides information required to track program financial data/documentation (i.e., funding appropriated, obligated, and expended for each Program of Record, Quick Reaction Capability, and other applicable project efforts).
Assists in financial analyses of programmatic impacts resulting from proposed technical changes to systems, equipment, and components (e.g., acquisition strategies, contracting methodologies, programmatic schedule adjustments, etc.).
Assists in POM (Program Objective Memorandums) and budget year documentation (i.e., IOB, prioritization lists, functional support agreements, Spend Plans and Unfunded Requirements (UFRs).
Attends financial working group sessions to maintain awareness of DoD fiscal policy and develop a greater understanding of current and emerging policy.
Updates and maintains program budget exhibit submissions semi-annually (or as directed).
Provides execution data, analysis, and updates in support of mid-year, year-end, and program reviews.
Works with other financial analysts to research appropriate DoD fiscal laws, policies, guidance, regulations, statutes, and best practices to identify risks and develop alternative approaches to address assigned issues and challenges.
Assists in the Development of contract requirements, modification packages, and awards.
Provide financial oversight of contract deliverables.
Qualifications:
Required:
Active Secret Security Clearance
Bachelor’s degree in business, finance, or a related discipline.
At least five (5) years of applicable experience.
Relevant experience in an acquisition program office or similar organization preferred.
Less than 10%travel is expected for this position. Travel may include continental United States and outside continental United States locations.

The proposed salary range for this position is:
$71,500 - $150,200
