Job Summary
The IT Portfolio Manager is responsible for overseeing the management and optimization of the IT project portfolio to ensure alignment with the organization's strategic objectives. This role involves evaluating, prioritizing, and managing a range of IT projects to achieve desired outcomes and maximize value. The IT Portfolio Manager works closely with stakeholders across the organization to drive project success, manage risks, and ensure efficient resource allocation.
Job Responsibilities
- Develop a strategic portfolio charter.
- Work with business units and technology offices to ensure IT program strategic objectives are clearly defined and aligned with business objectives.
- Develop a standard IT Investment Management Framework to align business strategy with IT investments and strategic goals.
- Promote portfolio management practices and approaches, as defined by the Project Management Institute (PMI), through the development and facilitation of workshops.
- Create a strategic portfolio inventory by identifying all ongoing projects, initiatives, programs and categorize based on relevant strategic goals and prioritize and adjust projects based on strategic importance.
- As new IT project initiatives are received, prioritize them and drive end-to-end process improvements in such a way that enables growth and delivers cost estimation improvements.
- Develop and maintain a strategic portfolio management roadmap for all new and current IT projects.
- Participate and/or facilitate goal alignment meetings with portfolio stakeholders and PMO leaders to advise on and provide evidence supporting the prioritization and/or continuation of IT projects and initiatives within a given portfolio.
- Assess and mitigate portfolio-level risk by developing a plan to manage, eliminate, or limit setbacks as much as possible.
- Develop a communication plan to ensure transparency, alignment, and clear communication of strategic programs and their resource impacts across the portfolios to key business and technology stakeholders.
- Establish strategic portfolio management metrics that measure outcomes, investment impact, and performance.
- Define strategic portfolio management capabilities that will support future investment decisions and minimize risk and redundancy.
- Leverage business intelligence to show how IT investments contribute to business objectives. Implement business analysis best practices and industry standards to ensure a consistent, scalable, and effective approaches to aligning business strategy with IT investments and strategic goals.
- Identify and advise on what the key components of the portfolio(s) will be and develop a process for evaluating portfolio key components and develop a process for selecting portfolio key components.
- Oversee portfolio dashboard reporting of metrics, objectives, and key results for monthly program reviews.
- Analyze investment performance of the portfolios against strategic goals, objectives, and key results in partnership with IT and business partners.
- Provide expertise to help analyze portfolios and improve organizational IT costs estimations, budget, and planning.
- Coordinate adjustments to the portfolios as necessary when strategic demands necessitate a change in delivery and/or scope of work.
- Construct executive-level presentations and present complex findings in a clear, concise, and visually compelling manner.
- Develop a Portfolio Governance Framework that will guide the portfolio decision-making processes. Establish standards to monitor compliance.
- Develop a portfolio optimization process that looks across all components of a portfolio and helps the organization optimize all the portfolio’s components by which benefits, risks, and resources are balanced.
Required Skill/Qualifications
- Proficiency in project management methodologies (e.g., Agile, Waterfall, Scrum).
- Experience in managing multiple IT projects simultaneously.
- Strong knowledge of project lifecycle phases, from initiation to closure.
- Ability to prioritize and balance a diverse portfolio of IT projects.
- Competence in resource allocation and capacity planning.
- Skills in portfolio performance monitoring and reporting.
- Understanding of IT infrastructure, software development, and emerging technologies.
- Proficiency with portfolio management tools (e.g., Microsoft Project, Jira, ServiceNow).
- Knowledge of IT governance and compliance standards.
- Ability to align IT projects with organizational goals and strategic objectives.
- Competence in developing and implementing strategic IT portfolio plans.
- Skills in risk management and mitigation strategies.
- Proven leadership abilities to guide and motivate project teams.
- Experience in managing cross-functional teams and fostering collaboration.
- Skills in conflict resolution and team development.

Education
- B.S. or BA. Degree or Four years of related experience may be substituted for the education degree requirement established for this key personnel function.
