About This Position
The Customer Service Division of the Water Services Department is responsible for billing and collecting payments for 450,000 city services accounts. These accounts are billed for water, sewer, trash, city taxes and fees.
The Accountant II serves as a liaison between City departments and the Finance Department, and applies accounting theory, principles, and practices to various municipal accounting transactions and problems.
Additional Responsibilities May Include
- Analyzing financial data.
- Analyzing and monitoring the use of financial resources.
- Assisting in the design and implementation of accounting policies, procedures, and internal control systems.
- Reviewing and maintaining financial reports.
- Processing payments.
- Performing journal entries.
- Managing vendor contracts and writing reports and other correspondence.
- Conducting research on contracted City vendors payments.
- Training new employees.
Accountant II work will be performed in the Customer Care and Billing (CC&B) System and the incumbents will assume the role of expert in their area of responsibility and oversee the Banking and Quality teams. Considerable independence is exercised in the development of procedures used in compliance with general policy.

- Familiarity with accounting transactions rules, regulations, and internal controls.
- Proven proficiency in financial software and spreadsheets, such as SAP and Microsoft Excel.
- Ability to work independently and in a fast-paced environment.
- Ability to analyze and interpret complex agreements and administrative regulations.
- Ability to efficiently manage multiple priorities in a dynamic environment and be able to work independently with minimal supervision.
SALARY
Pay Range: $55,806 to $100,235 annually.
Hiring Range: $55,806 to $86,590 annually.

Minimum Qualifications
- Three years of professional level experience in accounting.
- Bachelor's degree in accounting or a related field.
- Other combinations of experience and education that meet the minimum requirements may be substituted.
- All finalists for positions are subject to a criminal background check applicable to the department or position.
Preferred Qualifications
- SAP.
- Microsoft Office.
- Operational research.
- Auditing process and procedures.
- Supporting multi-level customer service.
- Processing customer payments and/or revenue receipts (A/R).
- Customer Care & Billing (CC&B) or another customer billing software.
- Working with budgets, financial analysis, and/or cost and fee analysis.
- Working with principles, methods and practices of municipal finance, budgeting, and accounting.
- Communicating with middle management staff, executives, committees, or boards, and working in a team environment.
- Supervising staff such as hiring and firing; handling disciplinary issues; coaching; and conducting performance evaluations.
