Job Summary
Elevate your career working as a Budget Coordinator with the Financial Management Division at the Minnesota Department of Health (MDH), where your impact reaches across the state of Minnesota!
This position acts as the fiscal liaison between the program managers and Financial Management by providing financial expertise and consultation.
Working as a Budget Coordinator, you will:
- Provides budgeting, monitoring, projecting, financial reporting, and invoicing services necessary for the proper fiscal stewardship of large and complex federal grants, state appropriations, interagency agreements, and income contracts.
- Ensures federal financial compliance, accurate spending, compliant cash management, and accurate financial reporting.
- Develop and implement reconciliation of all federal grant awards to the state accounting system.
- Recommend and implement solutions to reconciliation findings.
Qualifications
Minimum Qualifications
Two (2) years of experience in public sector accounting or financial management, and including the following:
- Demonstrated knowledge of generally accepted accounting principles.
- Experience preparing and reviewing budgets and/or fiscal reports sufficient to identify problems quickly, research and evaluate relevant issues and formulate solutions.
- Experience creating and using spreadsheets.
A degree in accounting or related financial management degree may substitute for experience as follows: A master’s degree may substitute for 18 months of experience; bachelor’s degree may substitute for one year of experience; associate degree may substitute for six months of experience.
Minimum qualifications to be assessed during the interview process:
- A strong combination of specialized technical, analytical, communication, and human relationship skills.
- Ability to comprehend complex budgeting and accounting problems and recommend specific actions.
- Analytical skills sufficient to evaluate potential impacts on budgets, problem identification, and resolution.
- Organizational and time management skills.
- Communication skills, including the ability to orally convey complex ideas in understandable terms and write effective memos and reports.
Preferred Qualifications
- Experience with state and federal budgetary processes, relevant state laws, statutes, rules, regulations, and policies governing the use of state and federal funds.
- Experience with the statewide accounting system (SWIFT) including Appropriation Maintenance Application (AMA), Budget & Analysis system (BPAS).
- Experience with Oracle Business Intelligent Enterprise Edition (OBIEE).
- Knowledge of statewide accounting practices and procedures and federal reporting regulations.
- Grants management experience, including management of federal or non-federal funding.
