Job Focus AreaThis Education Consultant 4 directs the School Based Medicaid Program (SBMP) work for the Louisiana Department of Education (LDOE) in coordination with the Louisiana Department of Health (LDH). This position serves as the subject matter authority and expert for the LDOE regarding SBMP. This position is responsible for developing and maintaining a strong cross-agency collaboration in order to provide dedicated support to LEAs and to provide the training and professional development needed to fully utilize the program. This position requires someone with experience in education or a school system, and with Medicaid.
Duties and responsibilities include but are not limited to the following:- Oversees the School Based Medicaid Program (SBMP) and serves as subject matter authority and expert for the LDOE.
- Coordinates with LDH to design, develop, and implement a professional development and training model that educates and enables LEAs to fully utilize the SBMP.
- Develops and provides annual training regarding the SBMP in coordination with LDH as set forth in the MOU.
- Designs, develops, and maintains a portfolio of SBMP tools and resource materials, such as a detailed LDOE user guide, Random Moment Time Study (RMTS) guides and trainings, provider hiring guides, etc.
- Provides oversight and develops the LDOE online SBMP resource center.
- Develops and recommends to the division director programmatic policy directives and procedural guidelines to local educational authorities (LEAs).
- Serves as the SBMP point of contact for LEAs.
- Liaises with LDH, auditor, billing providers, etc. to develop resources and to ensure consistent communications and responses across all school systems and LEAs.
- Organizes and oversees regular meetings with LDH in accordance with MOU.
- Collaborates with LDH to ensure the accuracy of all RMTS pools.
- Approves budgetary reports, records, and activities, ensuring adherence to federal, state, and other regulations, policies, and procedures for budgetary control and authorizes the allocation and expenditure of state, federal, and other funds to eligible recipients for implementation of all programs.

- Demonstrated experience in coalition building among distinct groups.
- Demonstrated ability to quickly learn and understand complex topics.

The maximum amounts listed are the maximum salary amounts a person can make over their career and not the maximum amount we are allowed to pay a new hire.

MINIMUM QUALIFICATIONS:
Any of the following will qualify:
- A baccalaureate degree plus five years of professional level experience in teaching or education; or in a public or private sector setting.
- A master's degree plus four years of professional level experience in teaching or education; or in a public or private sector setting.
- A master's degree in education plus three years of professional level experience in teaching or education; or in a public or private sector setting.
SUBSTITUTIONS:
- A master's degree plus thirty graduate hours will substitute for one year of the required experience.
- An Educational Specialist Degree will substitute for one year of the required experience.
- A Ph.D. or Ed. D will substitute for two years of the required experience.
NOTE: Advanced degrees will substitute for a maximum of two years of the required experience.
NOTE: Any college hours or degree must be from an accredited college or university.
FUNCTION OF WORK:
To serve as the sole senior staff assistant to an Education Division Director or to serve as the subject matter authority-witness/program developer and/or researcher in a defined program area.
LEVEL OF WORK:
Program Manager.
SUPERVISION RECEIVED:
Administrative direction from an Education Consultant Supervisor, Education Division Director, or higher-level professional.
SUPERVISION EXERCISED:
Functional supervision over educational programs.
LOCATION OF WORK:
Predominantly located at the Department of Education. Other locations may be approved by SCS.
JOB DISTINCTIONS:
Differs from the Education Consultant 3 by the presence of serving as the sole senior staff assistant to an Education Division Director or subject matter authority-witness/program developer and/or researcher.
Differs from the Education Consultant Supervisor by the absence of direct line supervision over lower-level Education Consultants and other related staff.
Differs from the Education Deputy Advisor by the absence of serving as the deputy to a cabinet level unclassified executive.
