This is a great opportunity within the Agency’s Bureau of Medicaid Program Integrity (MPI).
MPI serves as the primary organizational unit within the Agency that is responsible for prevention, detection, and recoupment/enforcement related to Medicaid program oversight, as well as the lead unit for compliance with contractual and statutory requirements related to fraud and abuse activities.
This role requires a highly motivated person looking to expand their knowledge.
Position Overview: This is a full-time career service position, with regularly scheduled hours of Monday-Friday 8:00 a.m. to 5 p.m.
This Systems Project Consultant position is anticipated to be filled at the rate of $1,997.92 biweekly and is non-negotiable.
This position may involve travel related activities from 1-15%.
Successful completion of a criminal background investigation is a condition of employment.
The Florida Medicaid program is one of the five largest in the country and has an estimated $35 billion annual budget.
Each month Florida Medicaid covers medical services for almost 4 million recipients.
To serve this large patient population most effectively, one of the Agency goals is to ensure fewer budgeted dollars are lost to fraud, abuse, and waste.
The Bureau of Medicaid Program Integrity (MPI) does this specifically through audits and investigations of healthcare providers suspected of engaging in fraudulent or abusive behavior, as well as overpayment recoveries, administrative sanctions, and the referral of suspected fraud or other criminal activities for law enforcement investigation.
The Data Analysis Unit is a dynamic and fast-paced unit within MPI that uses data to investigate, detect and prevent fraud, abuse and waste in the Florida Medicaid Program.
To do this, the highly collaborative and innovative unit relies on a team of enthusiastic individuals with diverse backgrounds.
The Data Analysis Unit partners with other Units in MPI to assist with compiling, analyzing and visualizing the intricate and large data sets generated from the complex health and business-related information the agency manages.
The Data Analysis Unit develops novel methods and technologies to highlight fraudulent and abusive activities and generate investigative leads.
This position requires innovation and a strong background in data science/statistical methods as well as a desire to innovate.
The selected candidate will assist in detecting and developing leads related to fraud, abuse, and waste through research and analysis of complex health and business-related data.
Included in the functions of this position are activities such as:
- Compiling, cleaning, and processing data from unstructured sources
- Utilizing large data sets from structured data sources such as data warehouses and public data repositories
- Creating analysis pipelines that integrate data from many independent sources (both structured and unstructured)
- Building high quality models to generate leads for investigation
- Writing SQL queries/stored procedures in Microsoft SQL Server and Oracle SQL Developer
- Performing complex analysis in statistical programming languages such as R, SAS, and Python
- Creation of interactive data visualization in tools such as Excel, Tableau, Power BI, or R Shiny as well as generating static data reports

MINIMUM QUALIFICATIONS REQUIREMENTS
- Two years of experience in an analytical field with a focus on programming or statistics.
- Two years of experience working with large data sets that may include data warehouses and public data repositories.
- Three years of experience in SQL, as well as Python or R.
- Preference will be given to candidates with advanced skills in Microsoft Excel including functions, PowerQuery, data models, and VBA.
- Preference will be given to candidates with a graduate degree from an accredited college or university in data analysis, informatics, business intelligence, mathematics, statistics, actuarial science, biomedical science, or a substantially similar academic discipline.
- Experience as described above can substitute on a year-for-year basis for the preferred college education.
- Two years minimum of recent verifiable employment is required.
