Scientific Programmatic/Technical Consultant

Overview
Softtek Government Solutions is seeking a Scientific Programmatic/Technical Consultant. This person's services are critical in support of the Government's mission to conduct R&D and AR&D efforts to provide medical countermeasures that address the public health medical consequences of chemical, biological, radiological, and nuclear (CBRN) events, pandemic influenza, and emerging infectious diseases.
Responsibilities
- Provide expertise and scientific consultation related to medical countermeasures being utilized for federal public health emergency responses.
- The contractor shall write and edit materials, such as reports, draft regulations, scholarly works, reference works, and talking points.
- The contractor shall draft articles for review for possible submission to technical journals, command information publications, and other media covering significant accomplishments within various Government Program Areas.
- The contractor shall provide scientific and technical consultation on the development of strategies around outreach and senior leader engagement.
- The contractor shall provide technical and scientific consultation on the development of strategies around medical operations and regional engagements.
- The contractor shall develop, edit, and review material for leadership briefs, EA engagement, White House briefings, etc.
- The contractor shall serve as a technical consultant resource to help navigate the federal-private partnerships during federal health responses.
- The contractor shall serve as subject matter expert on medical operations requirement standards, surge standards, and other critical guidance that are developed/implemented by required Government Program Area and engage in dissemination strategies in conjunction with the required Government Program Area.
- The contractor shall support other technical and scientific activities relevant to preparedness and response, as directed.
- The contractor shall conduct travel with the leadership and/or other program staff to provide scientific and technical consultation, as required.
Requirements
Required Education
- The contractor shall possess 15+ years' (Bachelor's desired) of industry experience or the contractor shall possess a Master's and (10+) years of industry experience related to supporting the federal government to include related fields such as Business Administration/Management, Public Administration, Contracting/Acquisition, or Political Science.
Required Experience
- Tier 2/Public Trust.
- US Citizenship.
Preferred Experience
- The contractor shall possess at least three (3+) years of relevant experience (e.g., laboratory clinician, research clinician, pharmacist, or other healthcare setting).
- Desirable: The contractor shall possess experience in conducting and publishing clinical research.
- The contractor shall possess experience performing healthcare-related data analysis, data management, and problem-solving.
- The contractor shall possess demonstrated experience conceptualizing research directions, analyzing trends, and helping develop justifications for new research and development investments.
- The contractor shall possess demonstrated experience in working with, managing, and designing methods for collection of health-related information and personal health information.
- The contractor shall possess demonstrated experience providing scientific advice to senior government leaders.
Preferred Systems and Programs
- The contractor shall possess proficiency in Microsoft Office applications, including Word, PowerPoint, Excel, Teams, and Outlook.
- The contractor shall possess a working knowledge of remote/virtual meeting environments such as Zoom, Microsoft Teams, and WebEx.
Other Skills
- The contractor shall be able to analyze, summarize, and communicate the intellectual content of scientific and technological information to both scientific and lay audiences quickly and effectively using plain language.
- The contractor shall possess expertise conducting literature reviews and market research.
- The contractor shall possess strong analytical and problem-solving skills, as well as good organizational skills to balance and prioritize work.
- The contractor shall possess strong interpersonal and communication skills, both oral and written.
