Job Duties
The Virginia Department of Transportation’s (VDOT) Central Office Human Resources team is excited to announce an opportunity to join its growing team of strategic Human Resources Consultants. This is a full-service HR position in a high-energy, fast-paced, 24/7 public service environment. The selected candidate will support all organizational levels of their assigned customer unit(s). VDOT’s Central Office HR Consultants are process facilitators, troubleshooting experts, problem-solvers, as well as hands-on HR professionals.
Specific responsibilities and duties will include, but are not limited to:
- Classification and Compensation: Provide subject matter expertise and consultation to managers and supervisors to ensure that positions are classified appropriately that supports the VDOT of Tomorrow initiative and the evolving business needs of all Central Office Divisions. Effectively research, analyze and produce analytical briefs that support role and compensation recommendations using the agency’s established pay factors.
- Employee Relations: Provide consultant services on Civility in the Workplace, Standards of Conduct, Grievance Procedures, DHRM Policies, EDR, Mediation, Absence Management, Performance, and EAP as it relates to behavioral deficiencies and competency remedies. Investigate issues and assist in developing and implementing corrective action plans such as instructional guidance, counseling memos, performance action plans and written notices. Participate in grievance hearings, working closely with agency advocates. Work with managers to enhance their understanding and application of principles of progressive and responsive organizational and workforce management.
- Performance Management: Provide advice and counsel to managers on the principles of performance management, use of tools and processes, appeals, and employee development needs. Facilitate training annually. Track status of plans, evaluations, appeals, developmental needs and remedies. Advise managers in developing improvement plans for those rated below contributor on the annual evaluation. Provide performance coaching to individual employees and teams. Train and work with customers on policy and responsibilities for effective performance management.
- Policy and Procedure: Provide subject matter expertise regarding policies and procedures to Department employees and managers, ensuring compliance according to federal, state and agency laws and regulations.
- Telework Program: Consult with managers and employees on best practices, policy guidance and review/approval of proposed agreements.
- Talent Acquisition: Provide consultation and partnership level support to the Talent Acquisition team that supports and promotes quality of hire initiatives, retention and enhancing the candidate experience.
This position requires a fingerprint based Criminal History Background Check, DMV Record Check and Work History Verification with references.
VDOT is an emergency operation agency. Positions physically working within Central Office locations may be designated upon request and coordination among the respective District Engineer or Administrator and Chief. Assignments are updated annually. Not all designated employees are provided an emergency operations assignment.
Minimum Qualifications
- Knowledge of human resources management principles and practices including recruitment and selection, classification and compensation, organization and job design.
- Knowledge of employee relations principles and practices to include progressive discipline and alternative dispute resolution techniques and integration with performance management program.
- Knowledge of progressive and continuous performance management principles to include recognition, strategic workforce planning while assisting with business needs.
- Knowledge of Federal and state regulations related to human resources functions.
- Knowledge of job analysis and job evaluation techniques and recruiting, screening, and interviewing techniques.
- Knowledge of employee relations and Equal Opportunity (EO) approaches such as counseling, mediation, grievance resolution, and complaint investigation.
- Ability to communicate effectively orally and in writing with internal and external customers.
- Ability to analyze data and reach conclusions which are logical and legally supportable, and counsel and advise managers and employees in the resolution of HR issues.
- Ability to design, analyze and implement policies, procedures and programs.
- Strong skills in use of computers using MS software, web-based applications and automated HRIS systems.
- Experience working in a data-centric environment where attention to detail, accuracy and confidentiality is required.
- Occasional travel is required.
Additional Considerations
- A combination of training, experience or education in Human Resources, Industrial & Organizational Psychology, Business Administration related field desired.
- PHR, SPHR or CCP or program management certification preferred.
- Experience working in a matrix-reporting environment.
- Demonstrates competencies consistent with those identified in the VDOT HR Professional model: Dealing with Ambiguity, Business Acumen, Customer Focus, Managing Diversity, Integrity and Trust, Nimble Learning, Political Savvy, Problem Solving, Drive for Results, Standing Alone.
- Valid Driver's license to operate state vehicles in performance of duties.
