JOB PURPOSE:
The Hoover Institution seeks a geopolitical risk analyst for SECURE Analytics, a first-of-its-kind national effort authorized by the CHIPS and Science Act of 2022 and funded by the National Science Foundation to enhance the security and integrity of the U.S. research enterprise. This is an exciting opportunity for a talented candidate to support a pioneering research initiative at the intersection of science, technology, and national security. They will apply their skills to the urgent real-world task of safeguarding the continued vitality of US research and innovation in a more challenging global environment.
The geopolitical risk analyst will perform quantitative and qualitative research on policies, developments, trends, and due diligence on key entities in the science and technology ecosystem in Iran and the Gulf States, including on relevant facets of their S&T policies, workforce development, and talent programs, technology development priorities, and acquisition strategies. The position requires advanced, near-native target language reading ability (Farsi and/or Arabic) to analyze primary source materials. This role will report to the senior research program manager for the research initiative, with oversight from the Stanford PI. This is a 2-year fixed term.
CORE DUTIES:
- Prioritize and extract data from a variety of sources such as policy documents, reports, news, databases, etc., and maintain data accuracy and completeness.
- Determine additional data collection and reporting requirements.
- Design and customize reports based upon data. Oversee and monitor regulatory and policy compliance for utilization of the data.
- Create complex charts and databases, perform statistical analyses, and develop graphs and tables for publication and presentation.
- Serve as a resource for non-routine inquiries such as requests for statistics or surveys.
- Test prototype software and participate in the approval and release process for new software.
- Provide documentation based on audit and reporting criteria to investigators and research staff.
ADDITIONAL CORE DUTIES:
- Conduct research, in both English and the target language (Farsi and/or Arabic), using a variety of sources and methods, including: collection and bibliometric and scientometric analysis of publication records; collection and analysis of patent filings; and collection and analysis of industrial policy, higher education policy, and workforce development plans.
- Build, organize, and maintain a repository of collected source documents.

MINIMUM REQUIREMENTS:
Education & Experience: Bachelor's degree in a qualitative or quantitative analytical discipline such as natural, physical, or social sciences and three years of relevant experience or combination of education and relevant experience. Native or near-native proficiency in the target language (Farsi and/or Arabic) and experience collecting, reading, interpreting, and analyzing complex scientific and policy documents in the target language (Farsi and/or Arabic).
Preferred Education & Experience:
- Master's degree in qualitative or quantitative analytical discipline such as natural, physical, or social sciences, AND/OR:
- Experience in policy research, particularly in science policy, AND/OR:
- Experience writing data-driven, analytical reports/papers, AND/OR:
- Coding skills for data analysis using Python, R, or STATA.
Knowledge, Skills, and Abilities:
- Substantial experience with MS Office and analytical programs.
- Excellent writing and analytical skills.
- Ability to prioritize workload.
Preferred Knowledge, Skills, and Abilities:
- Substantial experience with Google Drive and ability to quickly learn and master computer programs.
- Ability to produce high-quality work on deadlines.
- Adaptability and receptivity to feedback.

WORKING CONDITIONS:
- May be required to work non-standard, extended or weekend hours in support of research work.
- Occasional overnight business travel.

The expected pay range for this position is $86,000-$88,500 per annum.
