Organizational Background
The Center for Developmentally Disabled (CDD) was founded 52 years ago to serve individuals in the community by providing a variety of services through three different programs. With all these services, the organization can assist individuals with disabilities throughout their lifespan.
First, the Rainbow Center school is a highly respected and sought-after institution for young people. The Rainbow Center provides education for children with disabilities aged 3 to 21 from 21 different school districts.
Another program, the PALS University program, has three separate locations. This program focuses on helping individuals develop and enhance independent living skills using a curriculum designed to support their choice of daily activities and access to the greater community. Also, as part of the PALS program, there is a career path option. The employment services program provides customized training and skill-building to promote employment opportunities.
Lastly, the Doorways program provides residential services in a variety of settings. CDD offers group homes, apartments, and single-family dwelling options with 24-hour support. This program focuses on independence, medical oversight, and community engagement.
Position Summary
The Chief Financial Officer (CFO) is accountable for the financial operations of the organization, to include the development of strategic financial and operational strategy, metrics tied to that strategy, and the ongoing development and monitoring of control systems designed to preserve all assets and report accurate financial results. The CFO is a member of the senior management team and provides mentoring, guidance, supervision, and professional development to accounting department staff; and enhances the structure of the accounting department to ensure efficiency and effectiveness in the department.
Key Responsibilities
Key responsibilities of this position include but are not limited to:
- Develops annual budget and presents it to the Board of Directors for approval.
- Monitors financial performance by measuring and analyzing results monthly; initiating corrective actions; minimizing the impact of variances for the organization and all related entities.
- Reports financial status by developing forecasts; reporting results; analyzing variances; developing improvements.
- Maintains systems to ensure income is received, recorded and used for the intended purpose.
- Ensures that staff maintain financial record systems in accordance with Generally Accepted Accounting Principles.
- Constructs and monitors reliable control systems.
- Ensures that record keeping meets the requirements of auditors and government agencies.
- Coordinates all audit activities.
- Responsible for financial compliance of HUD projects including contract renewals, requesting adequate rents, financial management, audits and budgeting.
- Directs the preparation of all financial statements, including income statements, balance sheets, tax returns, grant reports and other required governmental reporting.
- Develops financial strategies by forecasting capital, facilities, and staffing requirements; identifying monetary resources; developing action plans.
- Develops financial organizational strategies by contributing financial and accounting information, analysis, and recommendations to strategic thinking and direction, establishing functional objectives in line with organizational objectives.
- Maximizes return on cash by identifying investment opportunities and adhering to the investment and cash reserves policies.
- Works with the Executive Team to analyze operations to establish priorities for reorganization, expansion, or elimination.
- Maintains strategies for compliance with policies and procedures.
- Serves as Plan Administrator and Trustee for the Retirement Plan.
- Serves as the Chairperson of the Finance Committee.
Professional Qualifications
Professional qualifications required for this role include:
- Bachelor's Degree in Accounting or related field
- Five years of related experience
- Knowledge of payroll and accounting information systems and related functions
- Supervisory Experience
Qualifications preferred for this role include:
- CPA
- Advanced degree, such as MBA or MPA
- HUD affordable housing experience
- 6-10 years related experience

Compensation
The annual salary range for this position is $125,000 - $130,000, plus benefits that include health insurance, generous PTO, and a 6% employer match to a retirement plan.
