Chief Human Resources & Risk Officer (CHRRO)
The Chief Human Resources & Risk Officer (CHRRO) is an at-will executive position reporting to the Chief of Staff. As the CHRRO, you’ll play a pivotal role in directing and managing the activities of our dynamic Human Resources Department, leveraging your expertise to shape our organization’s HR landscape. Your responsibilities encompass ensuring legal compliance, driving HR initiatives, and nurturing a culture of excellence and inclusivity.
As CHRRO, you’ll assume responsibility for the HR department’s services and activities, ensuring policies and practices align with legal standards, best practices, and organizational values and direction. Analyzing intricate challenges, you’ll propose strategic solutions and implement HR services across the organization. Collaborating with various departments, elected officials, and external agencies, you’ll foster transparent communication and productive partnerships. Essential Functions
- Provides leadership to a large and dynamic Human Resources department.
- Serves on the mayor’s leadership team, executing the vision set by the administration of a proactive, transparent, and approachable city government.
- Leads the creation, maintenance, and management of the city’s talented workforce.
- Identifies legal requirements; ensures policies, practices, and reporting compliance.
- Oversees HR department operations; provides consultation and interpretation of laws and regulations.
- Collaborates with other department leaders and outside agencies.
- Analyzes problems and recommends appropriate methods, approaches, strategies, and solutions; identifies project consequences of proposed actions; and implements and administers organization-wide human resource-related services.
- Manages and participates in the development and implementation of goals and policies.
- Coordinates, administers and implements HR plans and programs for all employees.
- Conducts organizational studies; and prepares strategic and financial plans consistent with organizational priorities.
- Monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures, to ensure continuous improvement and organizational productivity.
- Researches and evaluates programs and policies.
- Performs complex quantitative and qualitative research and data collection; analyzes complex technical documents and proposals and makes recommendations to senior management.
- Coordinates the Human Resources department activities with other departments, elected officials, and outside agencies.
- Communicates clearly through various mediums; and develops and maintains effective working relationships.
Successful candidates will have
- Bachelor’s degree from an accredited college or university with major coursework in business administration, public administration, human resources management, or related field.
- Seven years of full-time, professional experience in human resources, including five years of administrative, leadership, and supervisory experience.
One year of relevant work experience may be substituted for one year of required education (OR) one year of relevant academic coursework beyond the minimum requirement may be substituted for one year of required professional experience.
Ideal candidates will also have
- Master’s degree from an accredited college or university with major coursework in business administration, public administration, human resources management, or a related field.
- Current Senior Professional in Human Resources (SPHR), or equivalent certification.
- Demonstrated experience effectively leading or directing a department or managing a multidisciplinary team.
- Experience working in a public-sector environment.
- Experience using NeoGov.
- Experience using PeopleSoft – HCM 9.1.
