Job Title: Chief Information Officer
The School Construction Authority’s mission is to build and modernize New York City’s public schools and enhance the lives of the children of New York City. The SCA’s IT department supports the mission of the SCA through thoughtful deployment of technology. IT is a partner to the various departments of the SCA and supports the large external partner base that utilizes our systems.
We are seeking an experienced and strategic Chief Information Officer (CIO) to join our top leadership team. The CIO will be responsible for developing, implementing, and executing an organization-wide IT strategy aligned with our overall business objectives. This role requires a visionary leader who can transform our organization into a digital enterprise and maintain active partnerships with senior leadership to drive business improvements and outcomes.
Other Responsibilities:
- Strategic Leadership: Contribute to the development of overall organizational strategies, objectives, and plans. Collaborate with executive leadership to define and execute IT and digital business strategies, ensuring alignment with the broader organizational strategy.
- Technology Advisory: Provide insights on emerging technologies and their potential impact on business improvement. Advise on new tech solutions to enhance operational efficiency and effectiveness.
- IT Management: Oversee and coordinate IT functions including software development, infrastructure, end-user support, data management, and cybersecurity. Manage the IT workforce strategy to support effective execution of IT goals.
- Process Improvement: Lead the management and improvement of existing and new IT processes. Ensure the IT portfolio of software, hardware, and projects aligns with and supports the organization's mission.
- Team and Performance Management: Plan, direct, and evaluate the performance of the IT department staff. Foster a collaborative environment, address performance issues, and ensure the successful completion of departmental goals.
- Compliance and Policy Development: Ensure adherence to organizational procedures, rules, and regulations. Formulate and recommend IT policies and procedures. Participate in high-level strategic planning and decision-making.
- Operational Excellence: Manage daily IT operations, focusing on application development, systems operations, and customer service. Oversee budgeting and procurement, and develop succession planning for IT leadership.
- Vendor and Supplier Relations: Manage relationships with vendors and suppliers, ensuring compliance and evaluating new solutions. Conduct market research to optimize IT service delivery and maintain budgetary control.
- HR Management: Manage staff recruiting, training, and career planning.
- Cross-Departmental Collaboration: Engage with business and IT staff to address applications, solutions, and concerns. Facilitate cross-departmental solution discussions to enhance organizational capabilities.
Minimum Qualifications:
Bachelor’s degree in Computer Sciences, Computer Technology, or related field. Fifteen years of full-time experience in information strategic planning, project management, analysis, design, development, and system implementation; six years must have been in a consultative, administrative, or managerial capacity, or a satisfactory combination of education and experience.
Preferred Skills:
Understanding of Public Procurement. Strong leadership and strategic planning abilities. Proven experience in managing IT software development teams. Client support and technology operations. Excellent problem-solving, communication, and interpersonal skills. Ability to drive technological innovation and transformation. Knowledge of the construction industry, financial systems, construction portfolio management, and understanding of New York City’s technology landscape. Advanced degree preferred.
