Senior Competencies and Performance Analyst
Position Summary
DarkStar Intelligence seeks a Senior Competencies and Performance Analyst with an active TS/SCI clearance and Counterintelligence Polygraph.

Primary Duties and Responsibilities
- Provide strategic workforce planning expertise to the US Intelligence Community (IC) with a focus on workforce modernization and mobility
- Develop and implement with IC partners career path roadmaps for specific IC professions; re-evaluate roadmaps as needed
- Develop methods to formalize professions and identify measures to track progress of these efforts
- Organize and facilitate interagency community of practice quarterly meetings
- Create competency models and identify developmental or training activities by proficiency level
- Collaborate with IC subject matter experts and working groups on human capital priorities
- Develop workforce upskilling strategies
- Refine and update content in IC-wide competencies library
- Consult on best practices in workforce analysis
- Advise IC agencies on human capital policy, the workforce of the future, and other long-term goals
- Conduct data-driven research and analysis
Minimum Qualifications
- Requires a TS/SCI with Polygraph
- Requires a BS/BA with 18+ years, a MS/MA with 10+ years or no degree and 24+ years of experience
- Experience developing core and leadership competency models
- Experience conducting skills-gap analysis and developing upskilling strategies
- Experience planning and implementing career paths
- Strategic workforce planning experience
- Expertise related to advancing foundational competencies in AI within workforce(s)
- Microsoft Office proficiency
Desired Qualifications
- Human resource process improvement experience
- Organizational change management experience
- Previous experience leading communities of practice and/or working groups
- Strategic communications
Salary Range:
$145,000 - $156,000
This pay range is a general guideline and not a guarantee of specific compensation or salary. When extending an offer, DarkStar Intelligence considers various factors, including (but not limited to) the job's responsibilities, education, experience, knowledge, skills, and abilities, as well as internal equity, market data alignment, applicable bargaining agreements (if any), and other relevant laws.
