Job Summary:
The Arizona Department of Administration (ADOA), Arizona Strategic Enterprise Technology (ASET) Division, is seeking a dynamic and experienced leader to serve as Deputy State CIO. In this pivotal role, you will play a key part in shaping the future of technology for Arizona. You will collaborate in developing a comprehensive statewide IT vision, lead the implementation of innovative strategies, and oversee critical teams and resources.

You will be responsible for managing budgets, vendor relationships, and stakeholder communications, ensuring that technology investments deliver maximum value and support the state's goals. Job Duties:
IT Strategy Development & Execution
- Assist the CIO in developing statewide and the organization's IT vision, strategy, and roadmaps
- Collaborate with various departments to align IT initiatives with business goals
- Help prioritize IT statewide and organizational initiatives to ensure optimal use of resources and support strategic business initiatives
Management
- Lead and oversee IT initiatives, ensuring they are delivered on time, within scope, and within budget
- Lead cross-functional teams to define project requirements, timelines, and resources
- Oversee the collection of Enterprise Disaster recovery plans from +120 agencies, boards and commissions on an annual basis to include plans for IT systems recovery
Cybersecurity & Risk Management
- Support the CIO and Operational Executives in overseeing risk assessments and implement necessary controls to mitigate IT-related risks
- Partner with the Department of Homeland Security Cyber Command to ensure compliance with cybersecurity frameworks and regulations
Team Leadership & Development
- Manage and mentor teams, and individual staff as required
- Lead recruitment, training, and development of IT talent within the organization
- Foster a collaborative and innovative working environment within the division
Budgeting, Financial & Vendor Management
- Manage and monitor the division's budget to align spending with business strategy and ensure cost-efficiency
Stakeholder Communication and Collaboration
- Oversee communication between the division and other business units to ensure clear communication and alignment
Knowledge, Skills & Abilities (KSAs):
Knowledge of:
- Expertise in IT strategy development, implementation, and execution
- Strong understanding of IT frameworks and architectures
- Proficiency in public sector budgeting, financial management, and vendor management
Skills in:
- Leadership, planning, and communication
- Aligning IT initiatives with business goals and prioritize resources effectively
- Communication, problem solving and collaboration
Ability to:
- Operate with no supervision in a complex environment
- Manage and oversee large-scale IT projects and initiatives
- Lead and mentor teams, including recruitment, training, and development of IT talent
- Communicate effectively with senior leadership and other stakeholders
- Navigate complex environments while ensuring the solutions meet the defined business needs in a cost-effective manner
Selective Preference(s):
Ideal candidates will have:
- A minimum of 10 years of relevant work experience, including at least 5 years in a senior management capacity
- Knowledge of Lean Management, Six Sigma, or related certifications is highly desirable
- Familiarity with project management principles and practices
