The incumbent is responsible for the approval and oversight of eligibility and benefit delivery automation efforts by State WIC and SNAP Programs. The incumbent conducts detailed technical and financial review and analysis, provides guidance, coordinates the Advanced Planning Development (APD) process, assesses system readiness, advises on project risks and proposes mitigating strategies. The incumbent prepares and presents detailed information orally and in writing to a variety of audiences.
Time in grade:
Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level).
Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package.
To qualify for the GS-13: Applicants must possess one year of specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
- Writing/creating or reviewing/approving Advance Planning Documents which comply with Federal requirements;
- Reviewing and analyzing complex documents to determine technical, financial and operational feasibility and quality of state technology initiatives;
- Providing specific guidance to state agencies to assure regulatory compliance and reach approval of planning and procurement documents;
- Providing technical assistance, negotiating and influencing state project leaders and teams to validate system readiness for implementation and improve project outcomes;
- Developing and delivering training to support state success in applying sound management of projects, processes and risks.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
