Management Analyst, Senior*, 13-1111
Conduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Includes program analysts and management consultants.
NAVAIR Specific Requirements: Senior expert with extensive knowledge and experience developing and applying analytic methodologies and principles. Leads the application of analytic techniques and helps define project objectives and strategic direction. Is responsible for providing leadership and vision to client and project teams around the methodology. Resolves complex problems, which require an in-depth knowledge of analytic methodologies and principles. Directs the activities of more junior Analysts or other staff as necessary on activities related to the application of analytical techniques and methodologies. Demonstrated managerial and supervisory skills.
Education: BS or BA degree. An AS or AA degree and an additional 4 years of experience may be substituted for a BA/BS or an additional eight (8) years of experience may be substituted for a BA/BS.
Experience: At least five (5) years of experience as an analyst, of which at least 3 years must be specialized in a program management, technical, or business analysis discipline; and included in the five (5) years, there must be three (3) years professional experience supporting NAVAIR programs or offices. Demonstrated knowledge of management and operations of Department of Navy Systems Commands. 2 years of supervisory/lead experience is required. Experience performing complex evaluations of existing procedures, processes, communication techniques, models, and/or systems related to management problems is desirable. Must have experience and knowledge sufficient to support senior Navy Leadership in facilitating and developing command-wide strategic planning and Enterprise level vision documents, administering large organization executive board meetings, and developing command-wide documentation. Experience using advanced features of Microsoft PowerPoint (experience with Microsoft SharePoint is desired).
