Summary
Join the team! The Chief Financial Officer (CFO) serves as the Director of the Office of Financial Management, Planning & Evaluation. The Office is responsible for providing a broad range of financial management services, including strategic planning and performance measurement, budgeting, acquisition, financial system management, internal control, and enterprise risk management programs.
Responsibilities
As the Chief Financial Officer (CFO) for the Consumer Product Safety Commission (CPSC), the incumbent advises and assists the Executive Director in fulfilling the agency's responsibilities for the planning, analysis, justification, control, procurement, internal control review, and reporting of all agency's fiscal resources. This includes strategic management, enterprise risk management, and performance measurement. Specific activities associated with this position include:
- Providing oversight, analysis, and financial management of Commission resources to ensure that financial management policies and programs integration are aligned with the agency's strategic goals, objectives, and performance outcomes.
- Establishing policies and procedures, planning and directing the justification and utilization of budgetary resources, ensuring compliance with federal financial regulations and reporting requirements in the areas of budget, financial management and accounting, acquisition planning, grants management, contracting and procurement, and internal control review.
- Leading financial workforce teams to develop and maintain an integrated planning, budgeting, performance reporting, accounting, and financial management system, including financial reporting and financial management internal controls.
- Monitoring the financial execution of the agency's budget in relation to actual expenditures, acquiring goods and services, monitoring the quality and performance of ongoing activities, analyzing activities to proactively identify potential performance problems, and preparing and submitting timely financial and performance reports to the Executive Director.
- Serving as the agency's Performance Improvement Officer, supporting the agency head in conducting performance reviews, as well as in goal selection, analysis, cross-agency collaboration, alignment of personnel performance appraisals, and communication of performance information.
- Developing and providing leadership to a program of agency internal control review consistent with OMB circular A-123 and agency needs and designed to foster effective internal controls agency-wide.

Mandatory Technical Qualifications:
In addition, all applicants must submit a separate written narrative response to each of the following MTQs:
- Demonstrated experience leading a staff responsible for the full range of financial management functions and responsibilities.
- Comprehensive knowledge of the Government Performance and Results Modernization Act and the demonstrated ability to lead the development of an agency-wide strategic plan.
- Comprehensive knowledge of the federal government's budget appropriations cycle and execution processes, including OMB Circular A-11.
This position does not have a mandatory education requirement.
