U.S. Air Force - Agency Wide Director Budget Investment
The primary purpose of this position is to exercise overall staff responsibility for planning, establishing policy for, directing and administering Air Force-wide budget activities across a variety of Air Force appropriations and funds.
Responsibilities:
- Plan, direct, and supervise the budget formulation efforts of the Air Force and serve as the Air Force Budget Investment focal point.
- Develop definitive and detailed estimates of financing requirements of numerous program alternatives and combinations of alternatives utilized in the formulation of the final approved Air Force program.
- Plan and direct the development of definitive estimates for an extended period for the individual weapon and support systems that comprise Program Elements across the FYDP.
- Provide continuous improvement of the financial management systems to ensure maximum utilization of available resources and to facilitate the relating of capital investments and other costs to weapon systems, tasks, and missions.
- Plan, direct, and supervise the development of data to aid in the proper assessment of cost and effectiveness of alternate programs facilitating crucial decisions as to the major forces and weapon systems required to accomplish the Air Force mission.
- Serve as Chairperson of the Investment Budget Review Committee (IBRC), which conducts an in-depth analysis of all investment programs.
- Plan, direct, supervise, and coordinate the presentation and defense of authorization and appropriation estimates.
- Direct and supervise the execution of the budget in such a manner as to improve the stature and standards of the Air Force through the effective expenditure of these multi-billion dollar appropriations.
- Supervise the preparation of justifications and/or submission of reports on reprogramming actions to OSD and to Congressional Committees.
- Establish broad guidance and supervise the development of apportionment requests and backup material in defense thereof to obtain release of funds appropriated by Congress.
Requirements:
Eligibility will be based upon a clear showing the applicant has training, education, and experience of the scope and quality sufficient to effectively carry out the duties of the position. Candidates must exemplify the corporate perspective, leadership vision, broad experience, and character needed in the SES corps.
Minimum Qualifications:
- This is a Financial Management Level (Level 3) Certified position IAW NDAA 2012 and DoDI 1300.26.
- Ten (10) years acquisition experience in an AWF position, at least 4 years of which was performed while assigned to a CAP.
- Must have 6 years in acquisition financial management leadership billet.
- Must meet 80 hours of continuous learning requirements within the designated timeframe.
Education:
A bachelor's degree from an accredited institution is highly desired. A master's degree in an appropriate technical field (accounting, business, etc.) or management is highly desired.
Additional Information:
Veterans' preference is not applicable to the SES. Relocation Authorized: Payment of Permanent Change of Station (PCS) costs is authorized. Direct Deposit: All federal employees are required to have direct deposit.
