SECURITY REQUIREMENTS: Secret Security Clearance; but Top-Secret Clearance
Public Affairs Specialist, this position is based in PRM’s office of Public and Congressional Affairs (PRM/PCA), which is led by the Spokesperson/Office Director and is under a Deputy Assistant Secretary in the Bureau’s Front Office. The PRM/PCA Congressional team encourages and increases public and congressional attention related to PRM's existing policies and programs.
The contractor will be responsible for serving on the PRM/PCA Congressional team to advance and amplify policies and programs assisting refugees, internally displaced persons, migrants, and stateless persons, among others. The contractor will support PRM’s Front Office and the PRM/PCA Office Director, and guide PRM's strategic communications with relevant Congressional staffers.
In consultation with teammates and the Bureau’s spokesperson, supports the Department’s mission by acting on behalf of Bureau leadership and the Department’s Spokesperson, coordinating briefings with and reports to Congress to inform Congressional members and staff and support the work of the Bureau. The contractor, in consultation with teammates and the Bureau’s spokesperson, responds to Congressional inquiries as appropriate and with required Department clearances, and takes steps to enhance understanding of U.S. policies.
The contractor reviews Congressional testimony on subjects of interest to PRM and provides timely and concise readouts to PRM leadership. He/she responds to constituent inquiries on PRM-related cases, and facilitates briefings by accompanying PRM briefers to Congress, summarizing briefings, and conducting timely follow-up as needed.

Qualifications
- Have one year of specialized experience which included use of working with the media, in public affairs, strategic communications, and/or public outreach.
- Other desired experience/qualifications:
- Developing strategic and audience-based communications plans/campaigns/strategies that include goals, objectives, and milestones involving significant coordination on complex topics.
- Assessing campaign progress, conducting and facilitating briefings, and coordinating public outreach with various audiences for top-level managers and executives.
- Familiar with MS-Office suite and proficient with graphic design tools like Adobe Illustrator, Canva, MS Publisher and/or InDesign.
- Excellent verbal and written communications.
- Proactive, reliable, organized, and detail oriented.
Required:
- A Bachelor's degree in Business, Public Relations, Public Policy, International Relations, Journalism, Communications, English, or a closely related field from an accredited college or university; OR three-years’ experience assisting or participating in planning and/or carrying out campaigns, developing information products, working on Congressional issues, marketing, training, and/or training communications materials for government agencies or private sector; and/or working with the media, and/or working in public outreach.
Desired:
- A Master’s degree in Public Administration, Business Administration, or a closely related field from an accredited college or university; OR five (5) year experience assisting or participating in planning and/or carrying out campaigns, working on Congressional issues, developing information products, marketing, training, and/or training communications materials for government agencies or private sector; and/or working with the media, and/or working in public outreach.
