Pay Range: $256,290 - $330,756 annually
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting. An employee’s position within the salary range will be based on several factors including, but not limited to, specific competencies, relevant education, qualifications, certifications, experience, skills, seniority, geographic location, performance, and business or organizational needs.
We have an opening for an Integrated Safety Teams (IST) Deputy Department Manager to assist the Department Manager in leading the Integrated Safety Teams Department at Lawrence Livermore National Laboratory (LLNL).
In this role, you will support the IST Department Manager in providing day-to-day guidance and technical leadership of the functions, disciplines, and personnel within the IST Department which includes 11 Integrated Safety Team Leads (ISTLs) and approximately 150 matrixed employees from the Environmental, Safety and Health (ES&H) Department Functional Areas. Additionally, you will champion and manage the Emergency Planning function for ES&H. You will be counted on for strategic vision and technical oversight to meet the goals and objectives of the ES&H Directorate customers and stakeholders. You will be a key member of the ES&H Directorate senior management team, ensuring that the ISTs are providing innovative and integrated solutions to help the customers meet mission deliverables while ensuring the safety of employees and the community, as well as ES&H regulatory compliance.
This position may offer a hybrid schedule, which includes the flexibility to work from home one or more days per week, after a probationary period. The specifics of the hybrid schedule, including the exact number of days required in the office and virtual work options may vary based on the needs of the team and the organization.
You will:
- Operate as a key Point of Contact for the ISTLs and function as a facilitator of ES&H program risks/opportunities to Functional Area Managers to create an integrated operating paradigm among ISTLs, field disciplines, and subject matter experts that support the customer needs.
- Influence a culture of customer service, partnering, “getting to yes”, project management, and continuous improvement in support of the Laboratory’s mission work, with the goal of conducting ES&H support with shared fate as a valued and trusted partner.
- Coach the ISTLs on customer collaboration to develop and implement innovative, integrated, and cost-effective safety solutions to broad, highly complex, and/or sensitive ES&H issues.
- Maintain an active field presence to ensure team members are aligned with customer schedules and deliverables, as well as establish accountability for quality and timeliness.
- Lead the ES&H directorate-wide process improvement effort related to Emergency Planning to include clarifying and documenting procedures for both internal to ES&H and external support of our customers during emergency response activities at LLNL.
- Collaborate with ISTLs, Functional Areas, and ES&H Technician Manager to optimize workload and address staff gap coverage, while minimizing interruption of customer activities.
- Collaborate in the oversight of IST performance management, salary management, talent management, succession planning, as well as hiring and onboarding activities.
- Serve as an integral member of the ES&H senior management team and work closely with the IST Department Manager to develop and implement high-level organizational strategies and priorities.

Qualifications:
- Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor’s degree in science, ES&H, engineering, or related field, or the equivalent combination of education and extensive related technical experience.
- Significant experience in ES&H program management and Human Performance concepts and/or related performance improvement methodologies in a highly technical organization focusing on diverse, cutting-edge experimental science.
- Significant experience using independent judgment to strategically manage an organization, establish organization goals/objectives and interpret policies, delegating, directing, and monitoring the work of others.
- Advanced knowledge in two or more ES&H discipline areas which may include: Industrial Safety, Industrial Hygiene, Health Physics, Environmental Protection, and Work Planning and Control to include a high-level knowledge of the associated ES&H related laws, regulations, and standard industry practices.
- Excellent interpersonal skills and the ability to collaborate and facilitate with others in a consistently positive manner, exercise discretion and tact, and gain consensus in an environment where others may have strongly conflicting ideas and goals.
- Experience in performance management and supervision of organizational staff and managers, including performance issues, career development, annual performance appraisals, and salary management with the ability to motivate and inspire a diverse group of personnel.
- Expert communication, facilitation, collaboration, interpersonal, and conflict resolution skills necessary to effectively explain, direct, present, advise, negotiate, and influence all levels of management, both internal and external to the Laboratory.
Qualifications We Desire:
- Advanced Degree in Engineering/Science or related field, and/or certification in industrial hygiene, safety or other ES&H related field.
- Experience with applicable Department of Energy (DOE) Directives, Orders, and Prime Contract requirements flow down.
- Experience leading and implementing ES&H programs in a research laboratory and/or high hazard facility environment.
- Experience collaborating across the DOE complex.

Site 300:
Site 300 is an experimental test site operated by LLNL. Situated on 7,000 acres in rural foothills approximately six miles southwest of downtown Tracy and 15 miles southeast of Livermore, Site 300 hosts approximately 200 employees with expertise in such fields as engineering, chemistry, biology, and environmental restoration. Employees assigned to work at Site 300 may be exposed to the organism that causes San Joaquin Valley Fever (coccidioidomycosis).
Security Clearance:
This position requires a Department of Energy (DOE) Q-level clearance. If you are selected, we will initiate a Federal background investigation to determine if you meet eligibility requirements for access to classified information or matter. Also, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship.
