PURPOSE: CareFirst BlueCross BlueShield is looking for a customer-obsessed, energetic, dedicated leader to provide high-value solutions for our stakeholders. The Vice President of IT Product Delivery holds a senior leadership role that reports directly to the Chief Digital Information Officer (CDIO) and is responsible for the design, development, and implementation of IT solutions for CareFirst BlueCross BlueShield. The VP oversees all value streams, manages all digital products, and ensures the delivery of top-quality solutions that meet business value outcomes. This position requires collaboration with other IT leaders, business stakeholders, and external partners to foster innovation, efficiency, and scalability in IT solutions.
ESSENTIAL FUNCTIONS:
- Develop and implement the IT vision, mission, and goals aligned with the company's strategic objectives, and communicate them clearly to the IT team and stakeholders.
- Work with the business executive leadership team to understand and define value, outcomes, and expectations to drive growth and optimization.
- Lead the transformation to Agile as the organization pivots from a hybrid (waterfall & Agile) operating model to a full product-based delivery model.
- Manage the IT product portfolio by prioritizing features, capabilities, and solutions, allocating resources, and monitoring performance and risk using data-driven metrics, taking corrective actions as necessary.
- Deliver IT products and services that meet the expectations of internal and external stakeholders, including employees, brokers, providers, members, and accounts.
- Establish and maintain IT governance, risk management, and quality assurance frameworks, ensuring adherence to IT standards and policies such as security, privacy, and compliance.
- Promote best practices, methodologies, and tools for IT project management, software development, testing, and deployment, fostering a culture of continuous improvement within the IT team.
- Lead, coach, and mentor the value stream team, fostering a culture of excellence, innovation, and collaboration while providing regular feedback and recognition.
- Build and maintain strong relationships with senior management, business units, vendors, and partners.
- Stay informed about emerging technologies, trends, and opportunities in the IT industry, recommending new solutions that enhance the company’s competitive advantage and customer satisfaction.
- Collaborate with IT business partners and stakeholders to define and execute the IT solution delivery strategy, roadmap, and budget.
- Lead and manage a team of insourced and outsourced IT professionals, value stream leads, product owners, solution managers, scrum masters, and support staff.
- Align IT solutions with business goals and customer needs while ensuring they fit within the overall IT vision and architecture.
- Willing to challenge the norm, demonstrable experience influencing others to adapt ways-of-working in order to increase throughput and delivery success.
- Identify and prioritize features through collaboration with other IT leaders, business stakeholders, and external partners.
- Drive innovation, efficiency, and scalability of IT solutions by leveraging emerging technologies, tools, and methodologies.
- Manage vendor relationships, contracts, and performance of outsourced IT providers to ensure value and quality delivery.
QUALIFICATIONS:
Education Level: Bachelor’s degree in Computer Science, Information Systems, Engineering, or a related field, or equivalent work experience; Master’s degree or MBA preferred, or relevant professional certifications.
Experience:
- Over 15 years of progressive IT experience, with at least 10 years in a senior leadership role in a similar industry or domain.
- Experience in leading cross-functional teams and enterprise-wide programs, operating and influencing effectively across the organization and within complex contexts.
- Proven track record of delivering complex IT projects on time, within budget, and within scope, managing multiple projects and teams simultaneously.
- Strong knowledge of IT systems, architectures, platforms, applications, and tools, with expertise in their integration and interoperability.
- Expertise in IT product management, software development, testing, and deployment methodologies and tools, such as Agile, Scrum, DevOps, and CI/CD.
- Excellent communication, presentation, and interpersonal skills, capable of conveying complex technical concepts to both technical and non-technical audiences.
- Strong strategic thinking, problem-solving, and decision-making skills, balancing competing demands and trade-offs effectively.
- Ability to lead, inspire, and motivate a diverse and distributed IT team, creating a positive and inclusive work environment.
- Collaborative ability with senior management, business units, vendors, and partners, building and maintaining trust and rapport.
- Adaptability to changing business and IT needs and priorities, embracing change and innovation.
- Extensive knowledge of the Healthcare payor industry’s products, processes, regulations, and challenges.
- Proven success in delivering complex, large-scale, and high-quality IT solutions aligning with business goals and customer expectations.
- Strong leadership and interpersonal skills with the capability to inspire, motivate, and mentor a diverse team.
- Strategic, analytical, and problem-solving skills with the ability to anticipate and resolve issues, risks, and dependencies.
- Experience managing insourced and outsourced talent, including vendor selection, contract negotiation, and performance management.
- Familiarity with agile, waterfall, and hybrid methodologies, along with various tools and technologies used in IT solution delivery, including Jira.
- Adaptability to evolving business needs, market trends, and customer demands.
Salary Range: $251,280 – $376,920
