General Summary of Position
Oversees the business intelligence and capital management functions for Fiscal Services including Data Governance, Routine Reporting, Analytics, Analytic and Predictive Models, Capital Allocation, Business Development and Special Projects. This position is responsible for collaborating across the Finance organization to deliver strategic and financial insights and for maintaining data, analytics, predictive models and reporting to support the ongoing insight generation and ad hoc inquiries. Responsible for systemwide capital planning and allocation process and oversight of business development activities across the health system. The AVP, Business Intelligence & Capital Management will implement standard processes and provide ad hoc financial analysis in support of ongoing financial and operational support to the organization.
Primary Duties and Responsibilities
- Responsible for identifying and maintaining key data elements, reports, analytical models to derive business insights related to monthly close analysis, capital allocation, strategic planning initiatives and other environmental or industry factors.
- Administers ongoing committee of local and central fiscal services teams to collect and maintain an inventory of standardized data needs. Establishes and maintains a reporting development process to include prioritization, selection of reporting tools, ongoing delivery of new reports and maintenance/enhancement to existing reports. Develops documented business rules, SOP and data definitions for all developed reporting and analytic models.
- Collaborates with source data owners to identify proper data elements. Develops and manages data audits to ensure source and report data quality. Develops and manages scheduled report publication to ensure end user availability. Develops and maintains documentation to support data definitions, sources and required audits.
- Collaborates with relevant technical teams to assess and optimize report delivery across user groups, including the finance organization, executive leadership and department leaders, and conducts the development, training and distribution of reports and analytical tools.
- Implements and manages advanced analytics tools used by the Fiscal Services team. Owns the intake process for analytics needs related to Finance data identified across the enterprise. Develops and monitors key performance indicators (KPIs) and the calculation of those data points. Leads efforts to analyze trends and gather insights from large, disparate data warehouses and is familiar with the various systems and sources of data used by Fiscal Services team members. Identifies opportunities to improve collection, management and reporting of the organization's Finance data and leads initiatives to improve data quality and integrity to support decision making.
- Provides central oversight and expertise related to business development activities across the health system, working closely with key stakeholders in finance, strategic planning and operations.
- Oversees the detailed quantitative analysis associated with capital and operational investments throughout the System. Develops, employs and assesses uniform capital and operational investment criteria through a formal review process to evaluate major investment decisions. Reviews investment opportunities individually for projected financial performance, strategic importance and relevance to the mission and strategies of MedStar Health as part of the annual operating and capital budget and capital management process.
- Responsible for systemwide capital management process including establishment of annual capital planning process; administration of executive-staffed council to review and prioritize capital requests, provide analysis and guidance on capital projects in support of strategic plans; evaluation of expected financial returns on capital investments.
- Supports major capital project governance monitoring including oversight of scope, budget and timeline for projects greater than $10M in collaboration with project management and leadership.
- Selects, trains, orients, and assigns department staff. Develops standards of performance, evaluates performance, and conducts performance management planning. Initiates or makes recommendations for personnel actions. Maintains ongoing communication with subordinates to review programs, provide feedback, discuss new developments, and exchange information.
Minimum Qualifications
Education
- Bachelor's degree in Accounting, Finance, Business or Data Analytics required.
- Master's degree in Business Administration preferred.
Experience
- Minimum of 7 years of related leadership experience in managing data governance activities, developing and standardizing reporting and analytics. Expertise in understanding data environments, analyzing large sets of data and developing effective visualization tools. Expertise with financial feasibility studies, capital management and hospital industry experience required.
- 10+ years of experience in finance and/or analytics required.
- Experience with PeopleSoft, Hyperion, Tableau, PowerBI, and Alteryx preferred.
Licenses and Certifications
- Certified Public Accountant (CPA) preferred.
Knowledge, Skills, and Abilities
- Strong analytics and financial planning and excellent communication skills required.
- Advanced computer skills including an understanding of large sets of data and how to drive data relationships to guide analytical outcomes.
- Must have a continuous improvement mindset, a desire to work collaboratively with stakeholders.
This position has a hiring range of $222,700 - $301,300.
