We are looking to find a highly qualified leader to serve as the Department’s Management Analyst. This person will provide key leadership and oversight for the statewide IEP/IFSP system known as ACHIEVE.
Your Responsibilities:
ACHIEVE is a complex statewide information system which enables the development, implementation and revision of individualized plans for over 79,000 learners with disabilities. It is used by approximately 20,000 educators and an anticipated 100,000 parents. It is also the Department's only system which ensures federal and state required processes, practices and procedures for the provision of special education services are met.
Support the Bureau Chief by instructing and supporting the ACHIEVE Support team in the administration of ACHIEVE functions including assignment of user permissions, Individualized Education Program/Individual Family Service Plan development, count data, Medicaid data, Deaf and Hard of Hearing data, Iowa Vocational Rehabilitation data, and general supervision data. Hold at least monthly meetings with the ACHIEVE Support team to provide ongoing support, technical assistance and communications regarding system functions.
Provide oversight and management of system use, including system testing, band width, user roles and their assignment, communications with users when there are system outages, manage tickets submitted by users that have escalated to bug fixes or system malfunctions. Gather information from users and stakeholder task teams regarding implementation functions of the system.
Co-lead meetings with project staff, DE content staff, DE staff responsible for other DE information systems, developers or other relevant stakeholders to identify priorities for improving/sustaining ACHIEVE. Provides recommendations to DE administration based on function of the system and resource allocation.
Develop guides for users to access functions of the ACHIEVE system. Develop and provide professional learning on the functions of ACHIEVE, including how to access data reports.
Serve as a department liaison with software vendors to communicate changes in annual data collections, evaluate vendor extracts for compliance to Iowa standards, and analyze program outputs and performance indicators to locate software extract problems.
Provide technical assistance to department staff with respect to accessing information, preparing tables, conducting studies, and preparing statistical reports.
Other duties as assigned by the Bureau Chief related to state and federal collections and reporting.

Hours: 8:00 A.M.. – 4:30 P.M., Monday – Friday; some nights and weekends, occasional in-state and out-of-state travel

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
- Graduation from an accredited four-year college or university with a degree in any field, and experience equal to three years of full-time work in data science; project management; management analysis; or business systems analysis.
2. All of the following (a and b):
(A) Three years of full-time work experience in data science; project management; management analysis; or business systems analysis; and
(B) A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience.
3.All of the following (a, b, and c):
(A) One year of full-time work experience in data science; project management; management analysis; or business systems analysis: and
(B) A total of four years of education and/or full-time experience (as described in part a), where thirty semester hours of accredited college or university coursework in any field equals one year of full-time experience; and
(C) A total of two years of graduate-level education and/or full-time experience (as described in part a), where twenty-four semester hours of accredited graduate college or university coursework in business administration, industrial management, statistics, natural science, or closely related fields equals one year of full-time experience.
4. Current, continuous experience in the state executive branch that includes six months of full-time work as a Management Analyst 2 or two and a half years as a Management Analyst
