We are looking to find a highly qualified leader to serve as the Department’s Administrative Consultant for Policy and Finance in the Bureau of Community Colleges and Postsecondary Readiness. This person will provide key leadership and oversight for the Department.
Your Responsibilities
Manage processes for all aspects of the development of legislation, administrative rules, legislative proposals, and policy analysis impacting the Bureau of Community Colleges and Postsecondary Readiness.
- Coordinate the development of legislation, administrative rules, and legislative proposals impacting the division.
- Establish plans and procedures to implement and evaluate legislation, administrative rules, and other related proposals and guidance for the bureau.
- Lead the development of fiscal notes impacting the bureau and community colleges. Serve as the bureau’s point of contact for department staff and the Legislative Services Agency for fiscal notes created by the bureau.
- Represent the bureau before governing and legislative bodies to present legislation, administrative rules, and legislative proposals promulgated by the bureau.
- Review and analyze federal and state legislation and ensure department and bureau leadership are kept informed on relevant findings.
- Represent the bureau on department legislative and policy committees.
Work with the community colleges and other federal, state, and local agencies on matters impacting community college finances.
- Coordinate community college information collection, processing, analysis and presentation of financial data, including preparation of annual legislative reports.
- Coordinate the compilation and issuance of the community college certified budget report and the financial components of the division’s annual publications.
- Represent the bureau as the permanent liaison to the community college chief financial officers.
- Monitor community college financial health (e.g. bond ratings and composite financial indices).
- Assist in the design, coordination, and implementation of community college audits.
- Review all independent audit reports submitted to the Department and follow-up with any exceptions noted.
- Coordinate responses to requests for information from internal and external stakeholders.
Coordinate the development of the budget for the bureau, including federal and state funding sources under the purview of the division and manage teams and large-scope projects that impact the work and function of the entire division, including but not limited to budget and finance, and legislation and policy.
- Develop internal procedures necessary to provide on-going oversight of the division’s financials and improve coordination and decision-making capacity of division management. Prepare budget reports and memos for division management as needed.
- Prepare allocations, calculations, and other information for appropriated federal and state funds managed by the division.
- Develop and review reports for federal and state funds, either legislatively required or as needed, and provide feedback on relevant findings to division management.
- Collaborate with agency program managers regarding division financial management and completion of assigned duties and tasks.
- Coordinate teams regarding the design, coordination, and implementation of Perkins Pell Audits.
- Coordinate teams to monitor state appropriations under the purview of the Bureau.

Hours: 8:00 A.M. – 4:30 P.M., Monday – Friday; some nights and weekends, occasional in-state and out-of-state travel

Minimum Qualification Requirements
Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification:
- Graduation from an accredited four-year college or university, and experience equal to five years of full-time, professional-level work in program administration, development, management, or operations.
- A combination of a total of nine years of education and full-time experience (as described in number one), where thirty semester hours of accredited college or university course work may substitute for one year of full-time experience.
- Graduation from an accredited college or university with a Master’s degree in social work, law, education, engineering, or public or business administration, and experience equal to three years of full-time, professional-level work in program administration, development, management, or operations.
- Current, continuous experience in the state executive branch that includes two years of full-time work as an Education Program Consultant.
