The Role
The Senior Director Strategic Capture and Proposals is responsible for leading a team focused on campaign orchestration while securing existing and winning new major business opportunities in the Public Sector marketplace. Lead the Integration and Enablement teams to ensure solution development and deployment of telecom, professional services, Cyber, and IT solutions for Public Sector customers. This position will work within corporate focus that aligns with Lumen products and services to support attainment of Public Sector revenue targets. This position will be responsible for developing capture campaigns that include comprehensive strategies for customer engagement, teaming, solution development, stakeholder engagement, win plans, capture plans, key personnel acquisition, subject matter expertise, investment planning, and budget management to accomplish the highest probability of win. This role requires high business acumen, technical education or related experience, resourcefulness, proven expertise in executing complex pricing strategies, and internal/external customer relations-oriented individual. Candidate must have a proven record of winning new and follow-on business in the Public Sector marketplace.
The Main Responsibilities
- Lead efforts to increase Lumen presence, exposure, and footprint in the Public Sector marketplace.
- Lead and coordinate functional support assigned from across the company to develop differentiating, compliant, compelling, and winning proposal responses.
- Lead the Integration and Enablement teams to develop CONOPS for Day 0/1 that comply with contract and RFP requirements; this includes determining schedules, funding, procedures for program transition/execution, staffing requirements, risk management plans, and allotment of available resources to various phases within projects.
- Provide oversight, coordination, and planning for Technical Solution Teams.
- Ensure systems, processes, and methodologies are followed to ensure effective monitoring, control, and support of service delivery and assurance.
- Develop and manage 3rd Party sourcing and budgets.
- Develop pricing and win strategies that result in future growth and/or new revenue streams.
- Coordinate development and implementation of communications/marketing campaigns supporting capture efforts.
Must be an organized, aggressive, highly skilled professional, knowledgeable in Public Sector contracting with excellent leadership and collaboration skills. Excellent written and verbal communication skills with outstanding interpersonal and negotiation skills. Experience leading cross-functional teams and implementing multiple strategic, complex projects with successful results (scope, schedule, and budget) simultaneously. Direct customer experience with increasingly responsible project management experience required with an emphasis on technical capabilities preferred. High energy level and demonstrated drive to succeed.

Bachelor’s Degree and 15 years of relevant job experience with similar essential duties.
A TS/SCI security clearance is required.

The starting salary for this role differs based on the employee's primary work location. Employees typically do not start at the top of the range, though compensation depends on each individual's qualifications.

$134670 - $179550 in these states: AR, ID, KY, LA, ME, MS, NE, SC, and SD.
$141750 - $189000 in these states: AZ, AL, FL, GA, IN, IA, KS, MO, MT, NM, ND, OH, OK, PA, TN, UT, VT, WV, WI, and WY.
$148840 - $198450 in these states: CO, HI, MI, MN, NV, NH, NC, OR, and RI.
$155930 - $207900 in these states: AK, CA, CT, DE, DC, IL, MD, MA, NJ, NY, TX, VA, and WA.
As with the pay range variety that's based on the region of a country, specific offers are determined by various factors such as experience, education, skills, certifications, and other business needs.
