SPECIFIC JOB DESCRIPTION:
Are you looking for an opportunity to leverage your knowledge of international relations, foreign policy, and national security? Would you like to gain experience working across the DoD and U.S. Government developing and implementing national security policy and arms control? Are you skilled at research, analysis, and delivering high quality products? ANSER has a unique opportunity available with the Air Force Deputy Chief of Staff for Strategic Deterrence and Nuclear Integration (AF/A10). We are looking for an energetic new team member to be the Senior Technical Advisor to provide analytical and subject matter expertise to support the Policy and Strategy Division and the International Treaties and Agreements Branch. Subject matter expertise in arms control treaties and agreements is required.
Responsibilities:
- Provide strategic policy guidance to the DAF on all arms control treaties and agreements, specifically focusing on nonproliferation treaties and agreements and nuclear arms control.
- Attend senior-leader level discussions regarding nuclear arms control treaty compliance.
- Support Major Commands and Field Commands in preparation for implementation and compliance of all arms control treaties and agreements at DAF installations around the world.
- Support the formulation and dissemination of DAF policy and positions regarding treaties; ensure DAF implementation and compliance with arms control treaties and agreements; monitor, analyze and provide recommendations regarding current events that impact treaties and national security; influence the development of DAF positions on national security policies.
- Support the formulation of DAF positions regarding future arms control treaties and agreements.
- Analyze, interpret, and integrate National and DoD Strategy-Level Planning Documents into effective DAF policies, procedures, and guidance relating to all treaties; make recommendations for DAF consideration regarding the development of DAF strategy and policy; ensure DAF acquisition programs comply with arms control treaties and agreements.
- Develop, prepare, and implement education, training, and exercise materials for arms control treaty and agreement implementation; develop tabletop exercises; plan and execute meetings, working groups, conferences, and other events.
- Conduct research; draft responses to requests for information; review policy documents; develop papers, briefings, talking points, recommendations, and other deliverables; and brief findings to DAF senior leaders as needed.
REQUIRED SKILLS & EXPERIENCE:
- Active TS with SCI eligibility.
- Bachelor’s degree in international relations or a related field.
- 10+ years of arms control or nuclear operational experience.
- Strong leadership skills: ability to lead and work in a team environment.
- Strong critical thinking and problem-solving skills.
- Experience supporting arms control treaties and agreement activities.
- Knowledgeable of international WMD and arms control treaties and agreements, as well as strategic nuclear doctrine, deterrence theories, and national security strategies and policies.
- Skilled at research, analysis, and writing; experience authoring reports, assessments, responses to requests for information, talking points, briefings, and other products.
HIGHLY DESIRED SKILLS & EXPERIENCE:
- Master’s degree in international relations or a related field.
- Knowledge of the Air Staff, Joint Staff, and Office of the Secretary of Defense organization and responsibilities for nuclear weapons and nonproliferation. HHQ experience desirable.
- Experience interacting with and briefing SES and Flag Officer level leaders.
- Experience working across the interagency and conducting outreach to DoD, USG, think tanks, academia, and other organizations to promote partnerships, research, and education.
- Experience developing policy and strategy for major National or DoD programs, specifically focused on WMD.
- Experience conducting advanced research into national security concepts and strategies.
- Experience planning meetings, conferences, wargames, and tabletop exercises.
