Responsibilities: The State of Illinois Health Facilities and Services Review Board (Board) is seeking a mid-level attorney with an interest in healthcare regulation for General Counsel position. The General Counsel plans, develops, administers, and coordinates the Office of Legal Services. The General Counsel, in coordination with the Executive Director, advises the Board, the Chairperson, staff, and ex- officio members of the Board on legal matters under Board’s jurisdiction. The General Counsel will provide guidance on the administration of complex State and federal statutes pertaining to health facility ownership; the Board’s authority and responsibilities; compliance with State procurement laws, State ethics laws, Open Meetings Act, and Freedom of Information Act obligations; and implementation of laws and programs of the Board. The General Counsel may supervise support staff as necessary. The General Counsel oversees, monitors, and directly participates in operations of Board’s open meetings, closed sessions, and attends all technical assistance meetings with entities seeking general guidance on the Board’s procedures and review process. The General Counsel also engages in settlement negotiations for compliance actions taken by the Board and may coordinate with the Illinois Attorney General’s Office on external litigation matters.
Requirements: Requires completion of four years of college; possession of license to practice law in Illinois; at least 5-8 years professional experience in the practice of law. Familiarity with health facility regulation or transactions is preferred. Additional requirements can be found in the position description, which is available upon request.
