The City of Fayetteville is currently recruiting for an Assistant Chief Information Officer to oversee the day-to-day operations, financials, human resources, compliance and administration of the City Information Technology Department. Provide assistance to the Chief Information Officer (CIO) to help lead the technology management staff in achieving the department's goals and objectives.
- Manage the day to day operational functions and the ongoing service delivery responsibilities of the department.
- Assist the CIO in developing and promoting strategic plans for IT to position the City to take advantage of and financially plan for emerging technologies; make decisions regarding complex technical and administrative problems.
- Collaborate with departments to develop and maintain a technology plan to support organizational needs.
- Provide leadership by setting goals and directions for the staff; reinforcing values and principals; promoting the mission and objectives of the department; establishing performance measurements; mentoring and developing staff; making executive decisions; collaborating with various partners; creating service strategies; developing processes; managing organizational changes; and communicating ideas.
- Plan and execute the acquisition and deployment of technology investments; access and communicate risks associated with technology investments and purchases, review departmental and enterprise hardware and software acquisition and maintenance contracts and purse master agreements to capitalize on economies of scale; define procedures, policies, and standards for acquiring, implementing, and operating new enterprise technology; approve, prioritize, and control projects as they relate to the selection, acquisition, development, and installation of major information systems.
- Establish plans by conducting research; defining requirements; evaluating proposals; designing services; preparing budgets; analyzing and implementing process improvements; prioritizing resource demands; making projections; and managing continual service improvement.
- Manage the development and implementation of strategies, goals, objectives, policies, procedures, services, technical standards, priorities, staffing levels and budgets for the information services area.
- Define and communicate corporate procedures, policies, and standards for the organization for acquiring, implementing, and operating new network systems, equipment, software, and other technologies.
- Develop, manage, monitor, track, and control the IT department annual operating and capital budgets for purchasing, staffing, and operations, along with the Enterprise IT Capital Improvement Plan budgets; review and approve enterprise hardware and software purchase requests; track enterprise project costs; manage suppliers and fee models; develop contracts; negotiate with vendors; review invoices; perform costs allocations and asset management; administer licenses; ensure audit compliance; track times; and manage records.
- Attend and participate in meetings of professional associations and groups and, as appropriate, speak before professional and civic organizations on information service activities.
- Work in close cooperation with other City officials to advance and achieve departmental objectives; support the CIO and others in the City Senior Management Team.
- Represent the Information Technology Department to other City departments, elected officials and outside agencies; explain, justify and defend Department programs, policies, and activities; negotiate and resolve sensitive, significant and controversial issues.
- Handle governance operations; collaborate with stakeholders; track decisions; make presentations; provide organizational support; evaluate projects; recommend fund allocations; perform risks management; and obtain formal approval from boards and committees.
- Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend allocation of resources accordingly; stay abreast of new trends and innovations in the fields of information services, information technology, emergency communications, telecommunications and local government management.
- Oversee projects within the programmatic areas of responsibility; review and evaluate work methods and procedures; identify and resolve problems; observe, review, direct, manage and evaluate staff work efforts to ensure conformance to standards.
- Supervise recruitment, development, retention and organization of technical staff.
- Assist the CIO with assessing and monitoring the workload for departmental staff and systems; identify opportunities for improvement.
- Represent the City with outside agencies on information service matters; coordinate, as needed, the corresponding City information service activities with those of other cities, counties and outside agencies and organizations; conduct cost-benefit analyses as needed and prepare staff reports with recommendations.
- Develop, evaluate, negotiate and monitor information service contracts and agreements with representatives of other governmental agencies and businesses; monitor adherence of contractor work performance to contract/agreement terms and project schedules.
- As directed by the CIO, provide staff assistance to the City Manager and City Council; prepare and present staff reports and other necessary correspondence.
- Assist the CIO in responding to and resolving, to the degree possible, the concerns and issues from department directors, the City Manager and the City Council; respond to inquiries and complaints from end-users.
- Stay abreast of and promote the use of new technologies consistent with the City's needs and funding capabilities.
- May act as Chief Information Officer in his/her absence.
Experience:Eight years of increasingly responsible experience managing information systems. Five or more years of progressive leadership experience is preferred.
Training:Equivalent to a Bachelor's degree from an accredited college or university with major course work in MIS, business administration, information systems, computer science, or a related field.
LICENSING & CERTIFICATIONS:Required: None.
Preferred: Professional certifications such as PMP, ITIL, and Six Sigma are a plus.
Please Note: Candidates selected for a position within the Information Technology Department will be required to successfully complete a Police Department and fingerprint-based background check.
