Pay Range
- $129,030 - $160,188 Annual (Q01.4)
- $154,830 - $192,252 Annual (Q01.5)

Job Description
We have an opening for a Project Controls Earned Value Management Lead who will have a strong knowledge and experience in Earned Value work controls, planning and scheduling integration with an emphasis in costs and financial data processing for infrastructure construction type projects. This role will use their expert knowledge in EVM & project controls systems such as cost processors, scheduling, and reporting tools, will review production and integrity of cost, schedule, and earned value data for developing project reporting data. This position is in the Project Management Office (PMO).
This position will be filled at either the Q01.4 or Q01.5 level depending on your skills, knowledge and related experience as assessed by the hiring team.Additional job responsibilities (outlined below) will be assigned if selected at the higher level.
This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.
You will
- Monitor earned value performance data, develop complex data analysis including cost and schedule variance analysis, and prepare recovery or corrective action plans. Coordinate and review risk vetting, reporting, and Estimate at Completion analysis.
- Oversee production and status of schedule milestones and networks ensuring integrity and compliance of schedule data.
- Identify cost trends and schedule impacts, use statistical tools to analyze metrics, and report cost, schedule, risk and earned value information at meetings and to management and clients throughout the lifecycle of projects.
- Perform and maintain baseline change control management processes and logs.
- Review content, provide guidance, and prepare and present graphic presentations of cost, schedule, scope, risk, and earned value information at general and formal meetings such as Monthly Project Reviews, and Functional Management Reviews and on monthly and management reports.
- Review and coordinate information input into specific studies; responsible for the integration of activities and total work scope identification and maintenance of project critical path; evaluate study results and recommend conclusions for project team consideration and discussion.
- Gather, prepare, and analyze actual cost data and develop actual cost historical metrics for use in future estimates.
- Perform other duties as assigned.
Additional job responsibilities at the Q01.5 Level
- Responsible for the effective execution of the project control cost processing system and the development of PCA training classes and on-the-job training for project controls processes and practices.
- Perform and oversee complex statistical analysis, computer operations, and coordinate comparisons of historical data and scope, quantities, and cost data between projects.
- Review, edit, and provide guidance for the development and maintenance of the LLNL Project Controls procedures and associated Work Instructions.
Qualifications
- Ability to maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
- Bachelor's Degree in relevant functional discipline or equivalent combination of education and related experience.
- Knowledge and experience in work controls, planning and scheduling applications integration.
- 10+ years' experience in project controls with at least 5+ years in a lead cost and/or Earned Value Management (EVM) role.
- Expert level of understanding of general project controls technical skills and the integration of all the components of a project controls graded approach system including organizational, planning, accounting, analysis, and revision process areas.
- Demonstrated advanced verbal and written communication skills; the demonstrated ability to work effectively with multi-disciplined team members; ability to use negotiation skills to influence; and experience working effectively on multiple projects simultaneously.
- Understanding of technical processes, engineering drawings, quantity determinations and mathematical and financial reports. Knowledge of current industry and project controls technical developments.
- Expert knowledge and experience in using EVMS project controls tools such as, Cobra, P6 or other cost processing software, risk management tools such as Monte Carlo and expert knowledge using Microsoft Office tools.
- Experience independently and successfully clarifying issues, analyzing concerns, and resolving highly complex problems, with the ability to make and implement sound decisions.
Additional qualifications at the Q01.5 Level
- Experience completing project controls work and solving complex problems in innovative and effective ways.
- Expert knowledge and understanding of all the components in the project controls system.
- Experience in new systems implementation and baseline management.
- Experience mentoring, training, and participating in the selection of project controls teams.
- Serve as a SME to provide direct support to the Program Management Office (PMO) and Control Account Managers (CAMs) on the planning and implementation of Earned Value Management Systems Processes.
- Ensure satisfactory completion of month-end Earned Value reporting process including assessment of BCWS, BCWP, ACWP, SPI, CPI, EAC, BAC, and VAC including variance reporting for any values that exceed established thresholds.
Qualifications we Desire
- Project Management Professional certification, and/or AACE certificate.
- Knowledge in Power BI and Accumen Fuse.
