POSITION SUMMARY
The Guilford Housing Authority (GHA) is a non-profit corporation, located in Guilford, Connecticut, that owns, operates and manages 131 units of housing for the elderly and disabled, across three sites in Guilford. The GHA is seeking a qualified and experienced individual for the position of Executive Director. The GHA currently has three full-time employees (including the Executive Director) and two part-time employees. The Executive Director works with considerable independence and reports directly to a five-member Board of Commissioners.

DUTIES AND RESPONSIBILITIES
- Oversees the daily operations and ensures efficient administration of housing programs.
- Investigates and resolves tenant complaints, enforces rules of occupancy, inspects vacant units and ensures necessary repairs and renovation of the GHA properties.
- Directs the resident selection processes.
- Oversees ongoing maintenance and repairs and arranges for contractors to provide services, to achieve established goals within budgetary constraints.
- Responds to emergency situations at the three housing sites.
- Treats employees, residents and others with whom there is contact, with courtesy, respect and professionalism.
- Prepares and submits reports required by the State and the GHA Board of Commissioners.
- Directs and accounts to the GHA Board of Commissioners for the expenditure of funds in accordance with the annual budget to assure fiscal responsibility. Maintains accurate records of all fiscal activity and GHA expenditures to ensure accurate financial reporting.
- Prepares annual budget estimates for approval by the GHA Board of Commissioners and submits budget estimates to Connecticut Department of Housing in the Connecticut Department of Economic Development for review.
- Coordinates and confers with State and Town agencies and officials.
- Ensures compliance with a variety of pertinent State and Town of Guilford regulations, guidelines and policies.
- Implements risk management strategies to mitigate potential liabilities.
- Identifies funding opportunities, prepares grant requests to State agencies and other organizations to support staff and housing programs.
- Attends scheduled meetings with the GHA Board of Commissioners and governmental agencies.
- Maintains responsibility for meeting agendas and minutes of the GHA Board of Commissioners.
- Leads, mentors and manages the staff, oversees workloads, and fosters a collaborative and productive work environment.
- Writes and conducts performance reviews that communicate assessments, goals and objectives to staff.
- Conducts staff meetings, resolves staff issues and builds team relationships.
- Ensures that staff have appropriate equipment and knowledge for implementing work objectives.
- Participates in professional organizations to remain current on new developments.
- Performs related tasks as required.
KNOWLEDGE, SKILLS, AND ABILITIES
- Knowledge, experience and understanding of practices related to affordable and/or public housing in Connecticut.
- Knowledge of Federal, Connecticut and Town of Guilford laws, regulations and funding sources for public housing.
- Working knowledge of Excel, Quickbooks and standard office computer programs.
- Skills in effective written and verbal communication, including oral presentations.
- Ability to relate to residents and others with different cultural and economic backgrounds.
- Ability to make decisions on resource allocations in an environment of limited resources and competing needs.
- Ability to organize time, set priorities, and manage workload.
- Ability to operate equipment typically found in an office environment.
- Ability to comply with applicable Federal, Connecticut and Town of Guilford safety and health regulations that would apply to this position.
PHYSICAL DEMANDS
The employee is regularly required to stand, sit, walk, climb, stoop, kneel, crouch, crawl, smell, talk, hear, or use their hands. Specific vision abilities include close vision, distance vision, color vision, peripheral vision, depth perception and the ability to adjust focus. The employee is required to regularly use a computer throughout a day.
EDUCATION AND/OR EXPERIENCE
The employee is required to have an Associates degree or equivalent from a two-year college or a Bachelor’s degree, and at least three years’ experience in public or private housing, community development, public administration, non-profit administration or closely related fields, and/or equivalent of education and experience. The employee is required to obtain a Public Housing Manager certificate by a nationally recognized housing or real estate organization within two years of employment if not present on hire.
Valid Connecticut Motor Vehicle Operator’s License.
SALARY AND BENEFITS
The salary is in the range of $65,000 to $80,000 per year. Exact compensation may vary based on skills and experience. There are 12 paid holidays per year. There are 15 paid time off days per year. The GHA will pay 80% of the premium for the employee’s participation in GHA’s medical insurance plan.
WORK ENVIRONMENT
The employee is required to work in an office environment. The noise level is usually low. The employee is required to drive to, visit and inspect conditions and meet with residents in each of the three housing sites. The position requires frequent interaction with elderly residents, the general public, and government officials.
