WHAT IS THE INDEPENDENT OFFICE OF APPEALS (AP) DIVISION?

The following are the duties of this position at the full working level.
- Holds conferences and negotiates issues with taxpayers/representatives to resolve tax disputes in a fair and impartial manner. Taxpayers are often officers of publicly traded companies and representatives are typically from the most prestigious national law and accounting firms.
- Advises and coaches team members regarding their team assignments. Provides appropriate and substantive feedback on team assignments to the team member and his/her immediate manager. This feedback is both written and oral; provided on a timely and ongoing basis; addresses the appropriate critical job elements and aspects; and follows guidelines prescribed by the Chief Appeals, the Director, and the Appeals Area Director as to timing, form and content of the feedback.
- Communicates and fosters dialogue with peers, customers, and partners. Leads several teams that work cases and coaches individual employees in the accomplishment of team objectives and effective problem solving.
Conditions of Employment

Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status.
- Must be a U.S. Citizen or National and provide proof of U.S. Citizenship.
- Must successfully complete a background investigation, including an FBI criminal history record check (fingerprint check).
- Employment of any candidate selected for this position may be conditional on classification and/or audit of federal tax returns (may include up to 2 years of returns).
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/year, and indicate number of hours worked per week, on your resume.

SPECIALIZED EXPERIENCE: GS-07: You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: Experience with business issues & practices, basic accounting principles, and demonstrates knowledge of tax laws and regulations.
OR One year of graduate education in a related field of study such as: business administration, finance, accounting, auditing, taxation, law or other related fields.
OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study.
OR Combination of qualifying graduate education and experience equal to that described above.
SPECIALIZED EXPERIENCE: GS-09: You must have at least one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: experience with business issues & practices, basic accounting principles, and demonstrates knowledge of Federal tax laws and regulations.
OR Master's or equivalent graduate degree or two years of progressively higher-level education leading to a graduate degree in business administration, accounting, auditing, finance, taxation, law or other related fields.
OR LL.B. or J.D. if related.
OR Combination of qualifying graduate education and experience equal to the amount required.
SPECIALIZED EXPERIENCE: GS-11: Specialized experience for this position includes: One (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-9 grade level in the Federal service. Experience with business issues & practices, basic accounting principles, and demonstrates knowledge of Federal tax laws and regulations.
OR You may substitute education for specialized experience as follows: A Ph.D. or equivalent doctoral degree in a field of study such as: law, accounting, business or management, economics, math, and finance.
OR 3 full years of progressively higher-level graduate education leading to a doctoral degree in a field of study such as law, accounting, business or management, economics, math, and finance.
OR LL.M if related.
OR You may qualify by a combination of experience and education.
SPECIALIZED EXPERIENCE: GS-12: To be eligible for this position at this grade level, you must meet the requirements below. Specialized experience for this position includes: One (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized experience is experience that demonstrates knowledge in applying tax law or basic accounting principles to resolve tax issues.
SPECIALIZED EXPERIENCE: GS-13: To be eligible for this position at this grade level, you must meet the requirements below. Applicants must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: experience in applying tax law or accounting principles to resolve tax issues.
SPECIALIZED EXPERIENCE: GS-14: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: Experience applying tax law and/or basic and intermediate accounting principles to analyze and interpret accounting information or legal issues to resolve tax issues and/or determine tax liabilities.
SPECIALIZED EXPERIENCE: GS-15: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes: Experience with basic and intermediate accounting principles and legal principles to resolve tax disputes of a corporate and complex nature.

A college or university degree generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.
