This role will serve both Mercer and Union Counties in New Jersey. We are currently seeking an experienced Regional Director for Outpatient Services with seven years post-master’s experience; five years supervisory experience. For this role you must have a degree in the Behavioral Health and Behavioral Health Sciences - Psychology, Behavioral Science, Social Work, Sociology, Counseling, Creative Arts, Art Therapy, Psychiatric Rehabilitation, Addiction Counseling, Substance Abuse Disorder.
JOB SUMMARY:
Responsible for overseeing the clinical and administrative operations of service delivery for two or more counties on a day-to-day basis.
Supervise, coordinate, and implement SERV’s treatment programs at the designated regional office.
The Regional Director will cooperate with the licensee and Department of Human Services staff in any inspection, inquiry, or investigation.
ESSENTIAL DUTIES & RESPONSIBILITIES:
- Assists in development of project budget and its modifications.
- Monitors and ensures revenue and expenses.
- Responsible for all regional non-facility fiscal matters.
- Conducts random inspections of facilities and documentation.
- Monitors and ensures local programs meet contract standards and affiliation agreements.
- Conduct quarterly Consumer/Family Focus groups.
- Completes all monthly, quarterly and/or annual contract compliance reports.
- Completes and ensures accuracy of QCMR data for all county programs for DMHAS.
- Completes and ensures accuracy of Annex As for all county programs for DMHAS.
- Monitors and approves NJMHAPP and Medicaid billing weekly in conjunction with finance.
- Completes and ensures accuracy of BEDS data for the State of New Jersey.
- Monitors county expenditure and revenue.
- Prepares and assists in the preparation of new and renewal applications for grants, contracts, and budget development.
- Maintain a system for review and verification of credentials of staff prior to hire and as needed.
- Participate in the annual budgeting process. Monitor revenue and expenses monthly and ensure performance is consistent with forecasted expectations.
- Provide feedback to individual local management staff on an as-needed basis.
- Supervises clinical management of all behavioral health services (residential, partial care, and outpatient).
- Ensures quality of client treatment programs through the regular review of charts and treatment/discharge plans consistent with organizational philosophy, policies, and procedures.
- Meets established program targets through census maintenance and service delivery.
- Plan for and administer managerial, operational, fiscal, and reporting components of the organization.
- Conduct ongoing review of clinical supervisor/lead counselor case files to ensure compliance with federal, state, CARF, and facility requirements.
- Provide supervision of staff, implement a culture of learning and professional development, and maintain staffing levels within budget to achieve program goals.
- Develop and maintain relationships with key stakeholders throughout the state, ensure availability and strong coordination, and be present for meetings/presentations.
- Demonstrates Effective Collaboration with Leadership Staff.
- Will assist with the management and monitoring of other counties in the absence of a Director.
- Oversees medical services with collaborations with the Medical Director and Nurse.
- Develops and Maintains Healthy and Productive Work Environment.
- Monitors monthly clinical record reviews.
- Responsible for coordinating and overseeing state licensing audits; BL&I, Triannual, Medicaid.
EDUCATION, KNOWLEDGE, SKILL & ABILITY:
- Must have a master’s degree in behavioral health discipline from an accredited school.
- Seven years post-master’s experience; five years supervisory experience.
- State licensure or license-eligible at the highest level in a behavioral health profession is preferred but not required.
