The Fairfax County Department of Economic Initiatives is seeking an experienced, visionary and dynamic division manager for small and local business development. The division manager will oversee and advance initiatives to help businesses start, stay and grow in Fairfax County. This includes administration of the recently launched Fairfax CORE platform, including managing customer service, engaging resource partners, supporting marketing, and developing platform content. Develops and leads programs, education events, and other activities that support entrepreneurship and small business development in the county. Provides innovative ideas and insight on new and/or emerging practices to support small business engagement and support, and proactively seek solutions to complex challenges.
Must be a proven leader with extensive knowledge and background in entrepreneurship/small business support and economic development. This position supervises the Small and Local Business Development team and report to the Economic Initiatives Director. They will join an innovative, collaborative department that is leading initiatives to expand economic opportunities in Fairfax County.
Specific duties include:
- Coordinates and manages county small business services, including the recommendation, development, and administration of programs, policies, and processes.
- Develops and manages the implementation of strategies to achieve county and department small business goals.
- Makes presentations at workshops, meetings, conferences and other events on the county's services and programs for entrepreneurs and small businesses.
- Collaborates with internal and external resource partners to coordinate and provide resources and information to small businesses and entrepreneurs.
- Builds and maintains relationships with various regional stakeholders involved in entrepreneurship and small business development.
- Develops or coordinates resources, education or information for small businesses and entrepreneurs.
- Presents to the Fairfax County Board of Supervisors, civic and business groups and the public on proposed small business development programs or program updates.
- Evaluates and reports on the effectiveness of division programs.
- Supervises staff by reviewing workplans, developing annual goals and objectives, providing guidance, approving employee leave, and completing performance evaluations.
- Supervises preparation of the division's program budget and monitors program expenditures.
Note: The assigned functional areas of this position are management, business development, regional planning, and economic development.
Employment Standards
MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:
Graduation from an accredited four-year college or university with a bachelor's degree in fields related to the assigned functional areas; plus five years of professional work experience within more than one of the assigned functional areas.
CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background and driving record check to the satisfaction of the employer.
PREFERRED QUALIFICATIONS:
- A master's degree in urban or regional planning, economic development, business administration, public administration, or real estate.
- Extensive knowledge of philosophies and methods applied to entrepreneurship, small business and economic development.
- Excellent interpersonal, communication, and decision-making skills.
- Extensive knowledge of the principles, methods and challenges of organization development and management.
- Collaborative and solution-oriented approach.
PHYSICAL REQUIREMENTS:
Employee may require to lift up to 20 pounds. Must be able to drive and/or use public and private transit to travel to locations throughout metro DC. Job is generally sedentary in nature, however, visual acuity is required to read data on computer monitor, incumbent must be able to operate keyboard, telephone. Must be able communicate with others in person and via computer. All duties performed with or without reasonable accommodations.
