Description: NSI requires a Journeyman Program Analyst to support a potential contract to support the Navy International Program Office. The Journeyman Program Analyst will:
- Draft, coordinate, and promulgate new policies and policy amendments to support DoN foreign disclosure and technology transfer policy and procedures.
- Research and apply knowledge of existing administrative laws, policies, regulations, and precedents to analyze proposals for foreign disclosure and technology transfer related to DoN programs.
- Make recommendations to decision makers based on critical thinking and coordination with subject matter experts.
- Develop familiarity with National Disclosure Policy Committee (NDPC), the DoN Technology Transfer and Security Assistance Review Board (TTSARB), and the DoN Foreign Disclosure Manual to provide recommendations to DoN program offices for achieving their program goals and objectives in a manner consistent with policy.
- Draft requests for exceptions to the NDP for interagency review.
- Monitor the voting on these requests and provide detailed substantive answers to questions received in order to defend the DoN position when necessary.
- Apply knowledge and resources to develop and deliver oral and/or written summaries of foreign disclosure and technology transfer issues and potential solutions.
- Analyze changes in program goals, objectives, policies, and regulations and provide recommended actions to management.
- Review requests related to DoN foreign disclosure and technology transfer.
- Research existing policy and apply critical thinking and initiative to respond to requests, including the amendment of policy if required.
- Use email and other communications tools to coordinate proposed policies and amendments with other DoN, Department of Defense (DoD), and United States Government (USG) offices to build consensus involving diverse stakeholders.
- Support directorate knowledge management efforts to include uploading files to shared resources such as SharePoint pages, supporting routine maintenance and organization of files and folders both in person and electronically, recommending improvements to information sharing tools and resources.
- Process export license requests by researching, analyzing, and assessing technology transfer concerns.
- Develop draft positions, coordinate proposals with other DoD offices, and develop briefings as required.
- Review other DoD requests for Exceptions to the NDP.
- Apply critical thinking and initiative to apply DoN policy to those requests where applicable.
- Coordinate consensus DoN positions when existing policy is insufficient.
- Provide recommendations to management for action.
- Draft and coordinate the issuance of Delegation of Disclosure Authority Letters (DDLs) to include Navy International Agreements (MOU, MOA, PA, DEA, IEA, etc.), Officially assigned extended foreign visitors (FLO, PEP, ESEP, etc.), Major Fleet commands and shore activities to support their ongoing technology transfer and foreign disclosure requirements.
Location: Washington D.C.
Education: Bachelors Degree required.
Experience: 5 - 10 Years specialized experience performing the above functions.
Security Clearance: Secret Clearance is required. Must be a U.S. citizen.
