The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.
The Acquisition and Technology Analysis Group within JOID specializes in the application of multi-disciplinary analytic skills to support multiple clients within the Department of Defense (DoD). These clients include the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)), Office of the Under Secretary of Defense for Acquisition and Sustainment (OUSD(A&S)), DARPA, the Joint Staff, and USINDOPACOM. SPA provides critical decision support to enabling and executing a strategy of technological superiority and enabling the delivery and sustainment of secure, resilient, and preeminent capabilities to the warfighter quickly and cost effectively. Our team of experienced military, technical, and operations research analysts is skilled in evaluating military problems, identifying the driving factors, devising innovative approaches, collecting applicable data, developing necessary software tools, and performing thorough and timely assessments to inform technology and acquisition governance decisions to ensure U.S. military forces retain military superiority in the future.
We have a near-term need for an EVM Policy Expert to provide onsite support out of Alexandria, VA.
Responsibilities
The candidate will be responsible for providing expert support of Earned Value Management (EVM) policy and guidance, Agile policy, and guidance as it relates to EVM, EVM competency, and outreach. This includes making recommendations of EVM best practices to support development of EVM-related dashboards, visualizations, and analysis of EVM policy and guidance for DoD. The successful candidate will also develop and maintain DoD EVM policy and guidance consistent with Government and Industry standards, to include the Earned Value Management System Interpretation Guide (EVMSIG), which applies to programs that utilize an Agile framework, and other policies and guidance to ensure quality and program control requirements. Responsibilities will include preparing professional presentations and position papers that communicate DoD policy to Government and Industry stakeholders. Will review and validate major program EVM data reporting compliance with the EVM-CR database in coordination with the Services and Defense Agencies and resolve interpretive differences in EVM policy and practice.
Qualifications
Required:
- Bachelor's Degree and 10 years of experience supporting EVM policy and guidance
- Experience supporting a Headquarters-level DoD organization, providing support to senior-level government officials, including GO/FO and SES level
- Very high proficiency using Microsoft Word, PowerPoint, Project, and Excel
- Active DoD Secret Clearance
Desired:
- 5+ years of experience developing EVM policies, guides, regulations, or handbooks.
- 10+ years of experience interpreting and implementing EVM laws, regulations, policies, and guidance.
- 10+ years of experience reporting EVM data for the government or a government contractor.
