Position Overview
QinetiQ U.S. seeks a Congressional Affairs Subject Matter Expert responsible for building and executing congressional engagement efforts on behalf of a federal government customer with a law enforcement mission. A successful candidate will bring extensive previous experience working for a Member of U.S. Congress or corresponding committee. Responsibilities include implementing best practices, strategies, and tactics for building and managing engagement with congressional stakeholders. The primary workstreams include developing and presenting a broad range of briefing materials and official responses; analyzing the impact of policies and legislative activity; and offering congressional advisory support and strategic subject matter expertise.
Responsibilities
- Plan and implement strategic congressional engagement plans that meet the goals of executive leadership.
- Provide high-level advisory and legislative support on an array of activities from interpreting congressional mandates and drafting testimony, to building presentations for senior executives and offering engagement strategies under quick deadlines.
- Support agency program and policy requirements associated with the Congressional authorization and appropriations process.
- Build and maintain collaborative relationships with a variety of subject matter experts and agency leadership.
- Analyze legislative proposals and proceedings and advise on their impact to agency initiatives.
- Help interpret and convey complex and technical mission-related policies, procedures, and programs using tactful and succinct language.
- Adapt and excel in a dynamic environment with an eye for capturing short- and long-term strategic policy goals and objectives.
- Identify opportunities to introduce QinetiQ solutions that address existing and anticipated client challenges.
Required Qualifications
Qualifications:
- At least six years of work experience and a Bachelor's degree or higher.
- At least three years of previous experience serving as a professional staff member or in a senior staff role for the U.S. House of Representatives or U.S. Senate.
- Previous experience in federal management consulting, national security, strategic communications, congressional engagement, immigration policy, law, or a related field.
- Strong understanding of the federal budget process and ability to provide sound and succinct analysis.
- Previous experience developing legislative solutions with a nexus to national security or law enforcement.
- Proven ability to navigate and mitigate conflict in a high-pressure environment.
- Demonstrated skills supporting a collaborative and positive team environment and working alongside team members of varying professional levels and skillsets.
- Strong organizational, interpersonal, verbal, and written communication skills with an acute attention to detail.
- Strong ability to work independently while maintaining a curiosity for learning.
- Ability to maintain a security clearance from the U.S. government.
- Candidates will be required to provide a writing sample.
