Job Description
The Payroll Manager is responsible for the day-to-day operations of the Payroll function. This position oversees the entire payroll process, from maintaining the system setups, through payroll tax, deductions, reconciliations, reporting and compliance.
Responsibilities include, but are not limited to, establishing and maintaining the organization's policies, practices, and procedures related to:
- weekly and biweekly in-house processing of payroll groups
- evaluation and compliance of domestic and foreign artists and contractors
- administration of 16+ different union contracts
- reconciliation, analysis and filing of payroll tax and liabilities
- the interpretation/implementation of new technical standards, laws, and regulations.
- Collaborating to ensure business needs are met, requiring frequent internal and external contact with customers, regulatory agencies, and service providers while supervising 2 other team members.
This position will also work closely with the finance department.
Key Responsibilities
- Responsible for the day-to-day management and operations of the payroll function, ensuring accuracy, compliance, and policies are met.
- Provides subject matter expertise, guidance, and recommendations for the payroll function.
- Provides direction and support to departments regarding payroll policies and procedures.
- Assists with the classification of individuals as employees or independent contractors and compliance with international artist and vendor regulations.
- Oversees routine and non-routine payroll processes to ensure accuracy and integrity of payroll.
- Coordinates and oversees payroll statements and reports, including quarterly reconciliations and audits.
- Serves as a liaison with Union representatives to resolve discrepancies related to contributions or dues.
- Manages external payroll reporting requirements.
- Performs system/process testing and maintains tax tables as needed.
- Ensures compliance with payroll laws and best practices.
- Supervises payroll staff, preparing goals and performance reviews.
- Maintains confidentiality of all Payroll records.
- Updates documentation needed to maintain the payroll module.
- Continues to learn and keep abreast of legal changes impacting the payroll function.
- Works on special projects and other duties as required.
- Documents and maintains administrative procedures for assigned payroll processes.
- Assures timeliness and accuracy of required filings.
- Maintains employee files according to record retention rules.
- May assist in negotiating agreements with vendors for relocation services, food services, and transportation.
- Other duties as assigned.
Key Qualifications
- Education: Associate degree required; bachelor's degree in accounting, finance, or business-related field preferred.
- Certified Payroll Professional certification is a differentiating factor.
- Experience: 4-6 years managing in-house payroll; 2+ years in supervisory roles; experience with complicated payroll processes; Union experience preferred.
- Critical Skills: Excellent communication and interpersonal skills; effective collaborator; ability to multi-task; high proficiency in payroll module applications.
- Analytical and problem-solving abilities with organizational skills and attention to detail.
- Candidate must be local or willing to relocate to the DMV area.
