JOB SUMMARY The Chief People Officer (CPO) is a key member of the executive leadership team and actively participates in designing the overall strategic direction of the UTA organization, focusing on the value of employees and how to unlock full potential of the workforce in a service focused industry. The CPO designs policies, initiatives, systems, and processes focused on aligning people strategies with UTA's mission, vision, strategic goals and objectives, and values. The CPO serves as UTA’s Equal Employment Officer (EEO). The CPO also addresses day to day needs of the organization to include essential workforce policies and processes that facilitate attracting, recruiting, selecting, developing, on-boarding, individual learning, leadership development, performance evaluations, career-paths, employee satisfaction and engagement, organizational culture, succession-planning, rewards, and separations. The CPO also oversees UTA’s labor relations strategy and management of the Collective Bargaining Agreement.
MINIMUM QUALIFICATIONS EDUCATION/TRAINING: Bachelor’s Degree in Business Administration, Public Administration, Human Resources, Organizational Development, or related field. Master’s degree preferred.
EXPERIENCE: Ten years progressive experience in core areas of Human Resources, five years of leading people with a minimum of three years at a senior level. Working knowledge of Recruiting, Retention, Benefits, and Employee/Labor relations. Understanding of high-performance organizational culture and continuous improvement management systems. Previous experience leading and implementing People and HR focused functions in a unionized environment. Experience managing labor relations and negotiating Collective Bargaining Agreements preferred. Experience leading in the public transit industry preferred.
Knowledge/Skills: - Solid understanding of HR functions such as recruitment, onboarding, employee relations, labor relations and training programs.
- Proficient in HR Information Systems and HR Analytic tools
- Strong knowledge of HR Policies, employment and compliance laws.
- Proficient in designing and implementing HR initiatives that align with the agency’s strategic objectives.
