Advanced subject matter expert who provides technical contributions, advisory services and assistance in economic participation areas including resilient economic development, workforce development and entrepreneurship, green circular economy, women's economic empowerment, agriculture market systems, private sector engagement and MSME development. Leads and provides final authorization and approval of the proposal technical and project design. May manage and/or mentor other professional staff members. Leads project technical activities and sub-activities and ensures project activities are on track technically with work plans. Assists in the development of project specific funder reports, technical deliverables, and presentations. Successfully leads new business development initiatives including project design, budgeting, and recruitment efforts as measured by establishment of partnerships, recruitment of teams and overall quality of resulting proposals/initiatives. Provides significant input to business development and can lead capture efforts. Works with MEL teams on development of technical indicators for use in proposals and projects. Initiates, leads and supports technical thought leadership and strategic positioning initiatives for the department. Collaborates with other FHI 360 teams and business units as needed to fulfill the above.
Accountabilities:
Technical Requirements:
- Provides advanced technical leadership in areas of economic participation including workforce development, including green workforce, entrepreneurship, youth engagement, women's economic empowerment and resilient livelihoods.
- Develops appropriate technical solutions to complex problems, incorporating evidence, knowledge, and best practices from the technical field.
- Demonstrates good judgment and develops rational solutions that are contextually appropriate using strong interpersonal communication skills and cultural awareness.
- Establishes networks with key internal and external stakeholders.
Project Design Implementation and Quality Assurance:
- Provides technical leadership for design, development, planning, implementation; and capacity building of specific technical components of project; develops tools for the design and implementation of specific technical components.
- Ensures project technical implementation is consistent with best practices in the industry/subject and meets client/funder contractual obligations for one or more large functional areas.
- Tracks delivery of technical outputs and proactively communicates on delays. Maintains a constructive dialogue and technical exchange with field counterparts and technical staff members of implementing partners.
- Monitors staff members' Level of Effort (LOE) and needs to ensure adequate coverage of technical resources.
- Coordinates with project management team and proactively identifies issues that could affect implementation.
- Identifies areas for improved efficiency or effectiveness within their technical portfolio.
- Supervises mid-level and junior technical staff and consultants and provides oversight of partners.
Business Development and Client/Funder Support:
- Develops and maintains relationships with potential clients/donors, partners, peers to develop new business.
- Leads capture and proposal phases of new business development opportunities; may serve as technical lead or Proposal Development Lead (PDL) on selected bids.
- Assists with development of proposal strategies.
- Provides technical input into proposal budgets.
- Participates in business development meetings with partners and donors/clients.
- Supervises proposal/capture consultants.
Thought Leadership/Innovation:
- Leads the design, development, planning, and implementation of global, regional and country-based innovative technical strategies to achieve development results.
- Represents the organization at external conferences, events and professional meetings.
- Maintains collaborative relationships with donor/client organizations, relevant government agencies, bilateral and other NGOs (non-governmental organizations); consistently viewed as a knowledgeable resource in his/her technical area.
- Continually maintains a dialogue and technical exchange with field counterparts and technical staff members of implementing partners.
Capacity Building, Training and Supervision:
- Develops and implements technical training and capacity building interventions.
- Identifies strategies to address training gaps.
- May supervise or provide technical guidance to staff members locally and worldwide.
Applied Knowledge & Skills:
- Ensures appropriate and timely technical support for field projects.
- Ensures the quality of implemented technical activities and systems at all levels.
- Conducts routine coordination with employees and consultants, on-site and in the field.
- Strong knowledge and skills in a specific technical area/function and general understanding of concepts and principles of related technical areas/functions.
- Solid knowledge of standards for the technical area/field, operational processes and procedures, work, and task flow.
- Brings significant field/international development experience.
- Has the ability to manage projects, set realistic priorities, and plan for the successful implementation of activities.
- Proficient writing and verbal communication skills.
- Relevant computer software skills (including, at a minimum, the standard applications in MS Office).
- Ability to manage their own work to job and performance standards.
- Ability to read, write and speak fluent English with proficiency in French, Spanish, Russian and/or Arabic preferred.
Education:
- Master's Degree and at least 12 years of experience in International Development, Business, Economics, Gender, Life/Social Sciences, Human Development or Related Field.
Experience:
- Typically requires 12+ years of relevant experience in technical implementation of large projects and/or programs - may manage activities of more junior staff or serve as individual contributor.
- Significant field/overseas implementation experience plus.
- Documented experience providing technical assistance, capacity building and business development in the specific technical domains of economic development, workforce development and entrepreneurship, green circular economy, women's economic empowerment, agriculture market systems, private sector engagement and MSME development.
- Prior work experience in a non-governmental organization (NGO), private sector organization or international donor preferred.
- International or Domestic (USG) Program Development or Program management experience preferred.
Typical Physical Demands:
- Ability to spend long hours looking at computer screen and doing repetitive work on a keyboard.
- Ability to travel internationally 10-25% of time.
- Ability to sit and stand for extended periods of time.
- Ability to lift/move up to 5 lbs.
The expected US Based hiring salary range for this role is listed below. Candidate FHI 360 pay ranges represent national averages that vary by geographic location. When determining an offer amount, FHI 360 factors in multiple considerations, including but not limited to: relevant years of experience and education possessed by the applicant, internal equity, business sector, and budget.
Base salary is only one component of our offer. FHI 360 contributes 12% of monthly base pay to a money purchase pension plan account. Additionally, all US based staff working full-time, which is calculated at 40 hours/week, receive 18 days of paid vacation per year, 12 sick days per year, and 11 holidays per year. Paid time off is reduced pro rata for employees working less than a full-time schedule.
US Based Hiring Salary Range: $128,000 - $160,000
International hiring ranges will differ based on location.
