The Human Resources (HR) Director directs the strategy and operations of the Human Resources Department including managing all functional areas of Human Resources and Risk Management including recruitment and selection, employee and labor relations, employee benefits and retirement programs, classification and compensation, workforce training and development, workers’ compensation and safety programs, and Human Resources Information Systems (HRIS). The Director is responsible for developing, implementing, administering, and overseeing employee policies and regulations. Serves as an active member of the City’s Executive Management Team under the direction of the City Manager.
General Management
Directs all functions and services provided by the Human Resources Department and provides general supervision, leadership and guidance to staff. Creates a positive work environment emphasizing teamwork, creative problem-solving and collaboration. Hires, trains, supervises, evaluates, and coaches staff. If necessary, corrects deficiencies and improves performance of HR staff. Directs, oversees, and actively participates in the development of the Department’s work plan; assigns work activities, projects, and programs; monitors workflow; reviews and evaluates work products, methods, and procedures.
Human Resources Administration
Develops and administers citywide policies and procedures related to employee recruitment and selection; ensures such recruitment and selection are conducted according to Civil Service requirements, administrative policy, and bargaining unit contracts where applicable. Ensures that practices and policies support the City’s adopted diversity, equity, inclusion and belonging goals. Oversees the administration of self-insured health insurance plans and retirement plans. Stays abreast of legal requirements and industry standards and trends related to employee benefits and retirement systems. Procures benefit products in coordination with the Department of Finance and Administration. Oversees management of vendor contracts and communication to employees about benefits.
Labor and Employee Relations
Oversees all labor relations activities including oversight of the Labor and Employee Relations Manager, all matters going to the Public Employee Relations Commission, and ongoing collaboration with the Department of Finance and Administration. Reviews and approves all contract settlement options and recommendations to be presented to the City Manager.
Risk Management
Develops and oversees a comprehensive risk management program to minimize loss and liability to the city in coordination with departments. Oversees risk management activities including workplace safety, monitoring employee disability claims, and processing of general claims against the City.
Organizational Communication and Leadership
Fosters a positive and supportive work environment; promotes diversity, equity, inclusion and belonging in the workplace, contributing to an environment of respectful living and working in a multicultural society.
