Mission:
Quantum is currently seeking a qualified Senior Analyst to serve in support of the Office of Chief Army Reserve (OCAR) at Fort Belvoir, VA. The Senior Analyst will support the Army’s strategic equipping requirements, tracking equipment from programming to budgeting to procurement to delivery and receipt at unit level.
Responsibilities:
- Track the complete life cycle of equipment to include programming, budgeting, procurement, delivery, receipt at unit level, sustainment, and divestment.
- Review all Strategic Guidance relevant to Army and Army Reserve Strategic Equipping effort.
- Brief senior leaders to include two- and three-star generals, and Senior Executive Service (SES) members.
- Present results of analysis, product development to SED analysts, OCAR staff, HQDA, and OSD as directed.
- Support efforts associated with developing & maintaining an equipping strategy that identifies modernization gaps, sustainment challenges, and impacts to future readiness.
- Extract specified and implied tasks from strategic documents and schedule the development of Army Reserve equipping analysis products to support SED Data Analysis Branch operations and functions.
- Analyze and evaluate fiscal resources and requirements throughout the Program Objective Memorandum (POM) for the Army Reserve Equipping Program Evaluation Group (EE PEG).
- Evaluate impact to AR equipping resulting from current Army POM and EE PEG positions.
- Develop recommendations for resourcing priorities to improve readiness and maximize capabilities throughout the Army Reserve.
- Provide equipping updates for specified Army Reserve Fleets.
- Assist in developing spreadsheets, graphs, tables, reports and analysis for briefings, executive summaries, congressional testimony, research projects, studies, and other published and unpublished products.
- Utilize data analysis software available to Army and Army Reserve to conduct analysis and develop analytical products and reports in support of Army Reserve equipping efforts.
Requirements:
- Current SECRET clearance required.
- Data analysis and exceptional MS Excel skills required.
- Bachelors or Master's degree. Have a minimum of eight (8) years of experience and expertise in Force Development duties. Experience may be obtained at varying levels of Army organizations, but candidates should have experience at most senior levels of the Army such as HQDA, MACOMs, or Army Service Component Commands. Equivalent experience with other government or Defense agencies/services is also acceptable.
- Strong proficiency in Microsoft Suite of products, e.g., Word, PowerPoint, Excel.
- Must be able to work within a team environment, as well as independently.
- Must be able to communicate effectively with team members, government personnel, and senior Army leadership.
- Strong work ethic and ability to multi-task/manage multiple priorities.
- Experience working with and support the highest of senior leadership members is required.
- This is a high visibility position – professionalism and confidentiality of sensitive matters is required.
Desired Skills:
- Experience in HQDA G-8/FD, OCAR, USAR or HQDA G-4, weapon system equipping. Experience may be obtained at varying levels of Army organizations, but candidates should have experience at most senior levels of the Army such as HQDA, MACOMs, or Army Service Component Commands.
