Research, Applied Analytics and Statistics
The following are the duties of this position at the full working level of GS-13.
- Plans and carries out major projects for collecting detailed economic data from tax and information returns and other primary sources.
- Takes a leading role in managing all project areas which includes determining user requirements, program content, sample design, information systems design, training field personnel, and data collection and correction procedures.
- Ensures file delivery and data publication.
This position has career progression. If you are selected at a grade level lower than the full working level, you may be non-competitively promoted as your career progresses.
The following are the duties of this position at the full working level of GS-14.
- Performs a wide variety of economic studies to evaluate policies affecting tax administration and taxpayer compliance and to define feasible alternatives.
- This involves analyzing long-range effectiveness associated with the issues and resulting recommendations and their relationship to the mission and strategic goals of the IRS.
- Provides senior management with analyses of problems and authoritative economic advice on important decisions, which must be made under condition of uncertainty.
The following are the duties of this position at the full working level of GS-15.
- Performs a wide variety of economic studies to evaluate policies affecting tax administration and taxpayer compliance and to define feasible alternatives.
- This involves analyzing long-range effectiveness associated with the issues and resulting recommendations.
- Provides senior management with analyses of problems and authoritative economic advice on important decisions, which must be made under condition of uncertainty.

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or through education. You must meet the following requirements by the closing date of this announcement OR time of referral:
BASIC REQUIREMENTS - ALL GRADES:To be eligible for this position you must meet the following basic requirement: You must have a bachelor's or higher degree in economics that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
OR
A combination of education and experience. The education must include courses equivalent to a major in economics, plus appropriate experience or additional education.
SPECIALIZED EXPERIENCE GS-11:Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 level in the Federal Service.
SPECIALIZED EXPERIENCE GS-12:Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 level in the Federal Service.
SPECIALIZED EXPERIENCE GS-13:Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 level in the Federal Service.
SPECIALIZED EXPERIENCE GS-14:Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 level in the Federal Service.
SPECIALIZED EXPERIENCE GS-15:Applicants must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 level in the Federal Service.
Education
For positions with an education requirement, submit a copy of your transcripts or equivalent. An official transcript will be required if you are selected.
A college or university degree generally must be from an accredited college or university recognized by the U.S. Department of Education.
FOREIGN EDUCATION:Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program.

- A 1-year probationary period is required.
