The CFO is a hands-on working position that will maintain control of the general ledger, including the preparation of internal and external financial reports. This position will directly manage the accounting operations for the Housing Choice Voucher (HCV) and Public Housing programs. It will perform complex, skilled technical work developing and reporting financial and operating metrics for multiple areas of DRHA. They will also lead their team in process improvement and other key initiatives supporting DRHA’s mission.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Serves as support to the Chief Executive Director in HR and Management decisions
- Serves as staff support to the Chief Executive Officer in accounting and financial matters.
- Manages and oversees the IT, HR, Accounting, Risk Management, Procurement, and Marketing departments, ensuring alignment with organizational goals and operational efficiency.
- Maintain general ledgers for all programs, including preparing journal entries, accounts analysis and reconciliation, closing books monthly, and setting up new accounts and budgets.
- Monitors account payable duties such as coding invoices, verifying all invoices for payment, and ensuring expenditures are charged to appropriate accounts, including the Housing Choice Voucher (HCV) program.
- Monitor and submit monthly VMS reports
- Administration of Employee Benefit Package
- Prepare and review of the HUD annual operating subsidy filing
- Monitors account receivables collection duties, ensuring balancing from collection through deposit for rents and other monies received—Reconciles resident accounts.
- Monitors or performs bank reconciliation monthly, verifies all deposits, and addresses questions and problems from banking institutions.
- Maintains accounting records for fixed assets.
- Prepares various monthly, quarterly, and annual financial reports, including income statements, balance sheets, cash flow analyses, and special reports as required by the Chief Executive Officer, Board of Commissioners, HUD, the State, and other regulatory agencies.
- Assists outside auditors at fiscal year-end, including, but not limited to, preparing schedules, invoices, and accruals, providing an explanation of supporting materials and procedures, and preparing any other necessary data and reports.
- Required to attend Board and other meetings outside of normal work hours.
- May be required to travel for training and meetings.
EDUCATION, EXPERIENCE & REQUIREMENTS:
- Bachelor of Science or higher degree in accounting, finance, or business administration from an accredited college or university, plus 5 years of progressively responsible experience in governmental accounting, including a minimum of 3 years of management experience.
- Knowledge of HUD and other Federal, State, and local government regulations related to the public housing authority and non-profit organizations' financial operation.
- Direct experience working in a financial environment applying GAAP and GASB.
- Direct experience preparing and submitting Voucher Management System (VMS) and Financial Data Schedule (FDS) reports (unaudited financial statements) to REAC (highly desired).
- Experience preparing public housing operating subsidy budgets (highly desired).
- Five (5) or more years of direct experience working as an Accounting Manager or Finance Director of a public housing authority is highly preferred and will receive higher consideration.
- Highly Desired: CPA designation and experience working in subsidized housing, community development organizations, and/or non-profit agencies.
- Executive HCV Financial Management Certification within two years of hire
- Public Housing Executive Financial Management Certification within two years of hire.
- Possession of a valid Virginia or North Carolina driver’s license
- Must pass a Background Screening, Drug Test, and Receive clearance to access the HUD/Treasury eLOCCS system.
WORKING CONDITIONS:
Work is performed in the office environment and includes meetings throughout the jurisdiction, state, and nation and visits to housing construction sites and other facilities owned or under the control of the Housing Authority. The Executive Director is expected to be involved in all community events hosted by the Housing Authority and encouraged to participate in other events throughout the community.
PHYSICAL REQUIREMENTS AND DEMANDS OF POSITION:
While performing the position's duties, the employee must frequently sit, stand, stoop, communicate, reach, and manipulate objects, tools, or controls. The position requires mobility, manual dexterity, and coordination, including operating equipment such as a computer, calculator, and other standard office equipment. Requires the physical ability to operate a motor vehicle and travel regularly to local, regional, and nationwide sites and meetings. Traveling often includes driving within the local, state, and regional area to attend meetings and/or inspect properties. Requires the ability to physically access raw land, construction sites, and/or existing housing and buildings on rough terrain to conduct preliminary and ongoing inspections. Units may be multi-storied without access to an elevator or far from parking areas. They may have potential exposure to various environmental conditions.
EQUIPMENT USED:
Incumbents must effectively utilize computers, related software, printers, photocopiers, and telephones (landline and cellular).
LICENSES OR CERTIFICATIONS
- Valid Virginia State Driver's License (within 30 days of employment) and an acceptable driving record (according to the organization’s standards)
- A Public Housing Manager Certificate from HUD-approved organization is required within (2) years of employment
- Must be bondable
SALARY RANGE
- $74,000 - $88,000
- Compensation for this position is negotiable, depending on the qualifications and experience of the chosen candidate
RESIDENTIAL REQUIREMENT
- Must be willing to live within 5 miles of the city limits of Danville, Virginia.
