The incumbent will serve as a Program Analyst, with the facility title of Program/Data Analyst organizationally aligned to the Planning and Analytic Service, Office of the Associate Medical Center Director at the John D. Dingell VA Medical Center. The Program/Data Analyst position supports health system decision-making, clinical informatics, and management functions by supporting executive, clinical, and administrative information needs, designing projects or studies. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2024.
Minimum Requirements
- Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position, you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
- Applicants must be eligible under the VA Interchange Agreement, having served continuously for at least one year in the other merit system under this interchange agreement.
- All Title 38 Veterans Canteen Service (VCS) employees must have served in their Excepted Service position for at least 90 days in order to be eligible for a position within the Competitive Service.
- Applicants who were previously selected under a Competitive Delegating Examining Unit (DEU) announcement must have served in their position for at least 90 days prior to being eligible for other positions within the Competitive Service.
Specialized Experience
You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Specialized experience is defined as experience which equipped you with the knowledge, skills, and abilities required to perform successfully the duties of the Program Analyst. Examples of specialized experience include, but are not limited to:
- Experience with building and maintaining the web-based platform Light Electronic Action Framework (LEAF);
- Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature;
- Developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedures, and automating work processes for the conduct of administrative support functions or program operations;
- Analyzing and making recommendations for ways to improve the effectiveness and efficiency of work operations in a program or support setting;
- Analyzing data and preparing project papers and staff reports;
- Delivering briefings to managers to encourage understanding and acceptance of findings and recommendations;
- Analyzing and evaluating methods and techniques to issues concerning the efficiency and effectiveness of program operations carried out by administrative support functions, such as supply, budget, procurement, and personnel which serve to facilitate line or program operations.
Preferred Experience
Experience with healthcare data analysis and healthcare clinical program specific analysis.

Physical Requirements
The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, standing, bending, carrying/traveling with items such as books and portable laptop. Work requires management deadline projects, so work hours may be extended as the project requires.
