POSITION SUMMARY
This position is in anticipation of a contract award. Please note the location of this position will be in Panama full-time.
The Senior Advisor shall provide expert guidance and provide the advice and technical assistance needed to develop and implement cyber reforms, policies, and processes at the MINSEG and AIG. The Senior Advisor shall also advise the MINSEG and AIG on effective inter-ministerial and interagency coordination on cybersecurity within the government of Panama and cooperation externally with private sector cybersecurity stakeholders.
RESPONSIBILITIES
- Advise the MINSEG on cybersecurity best practices, which are tailored to Panama's security sector and National Cybersecurity Strategy, to address any gaps.
- Assist MINSEG to mature its cybersecurity standards, governance, protocols, and policies in alignment with Panama's National Security Strategy. The Senior Advisor will also help to launch a compliance process to ensure that staff adhere to cybersecurity regulations and standards.
- Assess communication challenges between key cybersecurity staff within the government to consider whether new processes, structures, and/or tools could improve coordination, define roles and responsibilities, and establish better protocols between MINSEG and AIG CSIRT to respond effectively to a significant cybersecurity incident.
- Assist MINSEG to establish a common understanding of its role within the Government of Panama to codify a whole of government approach for interagency response to cybersecurity policy and incidents for strengthened interoperability and communication between institutions in the Government of Panama, including the Panama Canal Authority.
- Advise MINSEG and AIG on potential opportunities for institutional capacity-building for Government of Panama, including linkages to U.S. institutions to strengthen the bilateral U.S.-Panama relationship.

QUALIFICATIONS
- U.S. citizen.
- Master's degree in areas such as Computer Science, Cybersecurity, Cyber Operations, Information Management, Information Systems Security, or a similar field AND at least six (6) years of U.S. military and/or U.S. civilian professional experience in cybersecurity at the national level or large organizational level.

- Bachelor's degree in Computer Science, Cybersecurity, Cyber Operations, Information Management, Information Systems Security, or a similar field AND at least ten (10) years of U.S. military and/or civilian professional experience working in cybersecurity at the national level or large organizational level.
--- AND ---
- Have reached, at a minimum, the rank of O-5 in the military or equivalent in a civilian capacity (i.e., FS-02/GS-14 or industry equivalent).
- Prior demonstrated experience developing cybersecurity policies, strategies, organizational structures, and procedures.
- Prior demonstrated experience communicating cybersecurity policy and technical concepts to senior government stakeholders.
- Prior demonstrated experience working with senior officials in a foreign government and/or foreign military.
- Ability to obtain and maintain a Secret security clearance issued by the Defense Counterintelligence and Security Agency (DCSA) prior to contract/task order performance.
PREFERRED QUALIFICATIONS
- Proficiency in Spanish (such proficiency must be demonstrated by a Foreign Service Institute (FSI) score of 4 or higher, a Defense Language Proficiency Test (DLPT) score of 2+/2+/2+ or higher, or a Common European Framework of Reference for Languages (CEFR) score of C1 or higher).
- Have received one of the following certifications:
- Certified Information Systems Security Professional (CISSP)
- NIST Cyber Security Professional (NCSP)
- Certified Information Systems Auditor (CASP)
- Certified Chief Information Security Officer (CCISO)
- Prior demonstrated experience working for the U.S. Department of Defense's Joint Chief of Staff (JCS) or other large enterprise-wide entity at the Department of Defense, Department of State, Department of Homeland Security, or other large U.S. government agency.
- Two (2) years of experience living and working in Latin America.
- Prior demonstrated experience as the director or program manager for one or more projects implementing cybersecurity capacity building initiatives.

WORKING CONDITIONS
Work is typically based in a busy office environment and subject to frequent interruptions. Business work hours are Monday-Friday from 8:00 am to 5:00 pm, however some extended or weekend hours may be required.
PHYSICAL REQUIREMENTS
May be required to lift and carry awkward items weighing up to 25 lbs. Requires intermittent standing, walking, sitting, squatting, stretching, and bending throughout the workday.
